1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Transportation Law of the
5Civil Administrative Code of Illinois is amended by changing
6Section 2705-210 as follows:
 
7    (20 ILCS 2705/2705-210)  (was 20 ILCS 2705/49.15)
8    Sec. 2705-210. Traffic control and prevention of crashes.
9    (a) The Department has the power to develop, consolidate,
10and coordinate effective programs and activities for the
11advancement of driver education, for the facilitation of the
12movement of motor vehicle traffic, and for the protection and
13conservation of life and property on the streets and highways
14of this State and to advise, recommend, and consult with the
15several departments, divisions, boards, commissions, and other
16agencies of this State in regard to those programs and
17activities. The Department has the power to aid and assist the
18counties, cities, towns, and other political subdivisions of
19this State in the control of traffic and the prevention of
20traffic crashes. That aid and assistance to counties, cities,
21towns, and other political subdivisions of this State shall
22include assistance with regard to planning, traffic flow,
23light synchronizing, preferential lanes for carpools, and

1carpool parking allocations.
2    (b) To further the prevention of crashes, the Department
3shall conduct a traffic study following the occurrence of any
4crash involving a pedestrian fatality that occurs at an
5intersection of a State highway. The study shall include, but
6not be limited to, consideration of alternative geometric
7design improvements, traffic control devices, and any other
8improvements that the Department deems necessary to reduce
9traffic crashes and fatalities at the location. The Department
10shall make the results of the study available to the public on
11its website.
12        (1) As part of the study, the Department shall
13    identify trends, patterns, and correlations including, but
14    not limited to, trends, patterns, and correlations
15    associated with the occurrence of fatal or serious injury
16    traffic crash outcomes in pedestrians and bicyclists
17    population groups.
18        (2) If appropriate, the Department shall conduct
19    analyses and identify potential actions to increase
20    traffic safety, which may include, but are not limited to,
21    modifications to street design and infrastructure.
22        (3) In conducting analyses and in identifying
23    potential actions, the Department shall coordinate with
24    any other department, agency, or organization deemed
25    relevant by the Department.
26        (4) The Department shall make the reports of the

1    analyses and results of the study available to the public
2    upon request.
