AMENDMENT TO SENATE BILL 1855

2    AMENDMENT NO. ______. Amend Senate Bill 1855 by replacing 
3everything after the enacting clause with the following:
 
4    "Section 5. The Counties Code is amended by adding Section 
55-5002 as follows:
 
6    (55 ILCS 5/5-5002 new)
7    Sec. 5-5002. Outside law enforcement compensation. A 
8county shall reimburse a law enforcement agency, as defined by 
9the Illinois Police Training Act, for public safety services 
10provided by that law enforcement agency if (i) the county has 
11or has had a law enforcement agency and (ii) the county either 
12ceases to provide law enforcement services for that 
13incorporated area or substantially reduces the amount of law 
14enforcement services provided for that incorporated area. A 
15law enforcement agency shall conduct a cost-analysis study for 
16public services that the law enforcement agency provided to

1the county for determining the amount to be reimbursed. 
 
2    Section 10. The Township Code is amended by adding Section 
385-70 as follows:
 
4    (60 ILCS 1/85-70 new)
5    Sec. 85-70. Outside law enforcement compensation. A 
6township shall reimburse a law enforcement agency, as defined 
7by the Illinois Police Training Act, for public safety 
8services provided by that law enforcement agency if (i) the 
9township has or has had a law enforcement agency and (ii) the 
10township either ceases to provide law enforcement services for 
11that incorporated area or substantially reduces the amount of 
12law enforcement services provided for that incorporated area. 
13A law enforcement agency shall conduct a cost-analysis study 
14for public services that the law enforcement agency provided 
15to the township for determining the amount to be reimbursed. 
 
16    Section 15. The Illinois Municipal Code is amended by 
17adding Section 11-1-11.5 as follows:
 
18    (65 ILCS 5/11-1-11.5 new)
19    Sec. 11-1-11.5. Outside law enforcement compensation. A 
20municipality shall reimburse a law enforcement agency, as 
21defined by the Illinois Police Training Act, for public safety 
22services provided by that law enforcement agency if (i) the

1municipality has or has had a law enforcement agency and (ii) 
2the municipality either ceases to provide law enforcement 
3services for that incorporated area or substantially reduces 
4the amount of law enforcement services provided for that

7enforcement agency provided to the municipality for 
8determining the amount to be reimbursed.".
