AMENDMENT TO SENATE BILL 1859

2    AMENDMENT NO. ______. Amend Senate Bill 1859 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Climate Displacement Task Force Act.
 
6    Section 5. Purpose. The purpose of this Act is to ensure
7Illinois proactively plans for climate-driven displacement by
8identifying the projected climate risks and climate-driven
9displacement and the future resource needs, supporting
10community resilience, and developing policies in collaboration
11with residents, advocates, and industry stakeholders. With
12rising global water levels and more extreme weather events,
13states like Illinois will see an increase in the number of
14people relocating to escape these situations, which may
15include: (i) an influx of people from areas outside of
16Illinois facing greater threats, which can put strain on

1existing resources, (ii) increasing impacts on current
2Illinois residents, which may lead to a need to relocate
3within Illinois and even within smaller geographies, or (iii)
4both. The State of Illinois has a responsibility to analyze
5the State's future needs and to ensure the resilience of
6resources. As a result, the State of Illinois must adequately
7prepare to make robust policy suggestions in consultation with
8residents, advocates, and industry.
 
9    Section 10. Appointments. Members of the Task Force must
10be appointed no later than 90 days after the effective date of
11this Act. If a vacancy occurs on the Task Force, it shall be
12filled according to the guidelines of the initial appointment.
13These guidelines may include, but are not limited to,
14consultation with relevant stakeholders, adherence to
15diversity and equity principles, and consideration of
16expertise in climate displacement, expertise in systems and
17risk assessment, or a combination of expertise in climate
18displacement and systems and risk assessment. At the
19discretion of the Chairperson and Vice-Chairperson, additional
20individuals may be appointed by the Chairperson and
21Vice-Chairperson as voting members in the meetings of the Task
22Force, provided they have relevant expertise or experience in
23addressing climate displacement, building community
24resilience, or related fields. The qualifications for the
25appointments under this Section shall be documented and made

1publicly available by the Chairperson and Vice-Chairperson.
 
2    Section 15. Duties. The Climate Displacement Task Force is
3created to make findings and recommendations regarding climate
4displacement within this State and to submit 2 reports. The
5first report shall analyze scientific research and global
6modeling to accurately assess the level of climate
7displacement that is projected to happen within the United
8States and its neighboring countries. The first report shall
9also delineate the Task Force's findings, conclusions, and
10recommendations and shall be submitted to the General Assembly
11no later than June 30, 2026.
12    The second report shall be developed with the information
13gathered in the first report and shall provide a needs
14assessment of infrastructure, systems development, and
15collaboration plans between State agencies to ensure that the
16State is prepared through 2050 for these upcoming challenges.
17The second report shall also delineate the Task Force's
18findings, conclusions, and recommendations and shall be
19submitted to the General Assembly no later than June 30, 2027.
20In this Section, "systems development" includes building
21resilient and adaptable systems across various sectors,
22including governance, infrastructure, and social services, to
23proactively address the challenges and impacts of climate
24change-induced displacement.
25    Once the initial voting members have been appointed, the

1Task Force shall meet not less than once each month following
2the effective date of this Act to carry out the duties
3prescribed in this Act.
 
4    Section 20. Membership; compensation.
5    (a) The Task Force shall consist of the following voting
6members:
7        (1) 4 members of the General Assembly:
8            (A) one member, who shall serve as Chairperson,
9        appointed by the Speaker of the House of
10        Representatives;
11            (B) one member, who shall serve as
12        Vice-Chairperson, appointed by the President of the
13        Senate;
14            (C) one member appointed by the Minority Leader of
15        the Senate;
16            (D) one member appointed by the Minority Leader of
17        the House of Representatives;
18        (2) the Director of the Illinois Environmental
19    Protection Agency or the Director's designee;
20        (3) the Director of Public Health or the Director's
21    designee;
22        (4) the Secretary of Human Services or the Secretary's
23    designee;
24        (5) the Secretary of Transportation or the Secretary's
25    designee;

1        (6) the Director of the Illinois Emergency Management
2    Agency and Office of Homeland Security or the Director's
3    designee;
4        (7) the Director of Insurance or the Director's
5    designee;
6        (8) the Chairman of the Illinois Commerce Commission
7    or the Chairman's designee;
8        (9) one representative from labor organizations,
9    appointed by the Governor;
10        (10) one representative from community-based
11    organizations working on affordable housing or
12    transportation or other essential services, appointed by
13    the Governor;
14        (11) one representative from immigrant rights
15    organizations, appointed by the Governor;
16        (12) one representative from environmental justice
17    organizations, appointed by the Governor;
18        (13) 2 representatives of academic institutions with
19    experience in climate change, environmental science, urban
20    planning, or any combination of those 3 fields of study,
21    appointed by the Governor; and
22        (14) any other additional members appointed under
23    Section 10.
24    (b) The members of the Task Force shall serve without
25compensation.

1    Section 90. Dissolution; repeal. The Task Force is
2dissolved and this Act is repealed on December 31, 2028.
 
3    Section 99. Effective date. This Act takes effect upon
4becoming law.".
