AMENDMENT TO SENATE BILL 1859

2    AMENDMENT NO. ______. Amend Senate Bill 1859, AS AMENDED,
3by replacing everything after the enacting clause with the
4following:
 
5    "Section 1. Short title. This Act may be cited as the
6Climate Displacement Task Force Act.
 
7    Section 5. Purpose. The purpose of this Act is to ensure
8Illinois proactively plans for climate-driven displacement by
9identifying the projected climate risks and climate-driven
10displacement and the future resource needs, supporting
11community resilience, and developing policies in collaboration
12with residents, advocates, and industry stakeholders. With
13rising global water levels and more extreme weather events,
14states like Illinois will see an increase in the number of
15people relocating to escape these situations, which may
16include: (i) an influx of people from areas outside of

1Illinois facing greater threats, which can put strain on
2existing resources, (ii) increasing impacts on current
3Illinois residents, which may lead to a need to relocate
4within Illinois and even within smaller geographies, or (iii)
5both. The State of Illinois has a responsibility to analyze
6the State's future needs and to ensure the resilience of
7resources. As a result, the State of Illinois must adequately
8prepare to make robust policy suggestions in consultation with
9residents, advocates, and industry.
 
10    Section 10. Appointments. Members of the Task Force must
11be appointed no later than 90 days after the effective date of
12this Act. If a vacancy occurs on the Task Force, it shall be
13filled according to the guidelines of the initial appointment.
14These guidelines may include, but are not limited to,
15consultation with relevant stakeholders, adherence to
16diversity and equity principles, and consideration of
17expertise in climate displacement, expertise in systems and
18risk assessment, or a combination of expertise in climate
19displacement and systems and risk assessment. At the
20discretion of the Chairperson and Vice-Chairperson, additional
21individuals may be appointed by the Chairperson and
22Vice-Chairperson as voting members in the meetings of the Task
23Force, provided they have relevant expertise or experience in
24addressing climate displacement, building community
25resilience, or related fields. The qualifications for the

1appointments under this Section shall be documented and made
2publicly available by the Chairperson and Vice-Chairperson.
 
3    Section 15. Duties. The Climate Displacement Task Force is
4created to make findings and recommendations regarding climate
5displacement within this State and to submit 2 reports. The
6first report shall analyze scientific research and global
7modeling to accurately assess the level of climate
8displacement that is projected to happen within the United
9States and its neighboring countries. The first report shall
10also delineate the Task Force's findings, conclusions, and
11recommendations and shall be submitted to the General Assembly
12no later than June 30, 2026.
13    The second report shall be developed with the information
14gathered in the first report and shall provide a needs
15assessment of infrastructure, systems development, and
16collaboration plans between State agencies to ensure that the
17State is prepared through 2050 for these upcoming challenges.
18The second report shall also delineate the Task Force's
19findings, conclusions, and recommendations and shall be
20submitted to the General Assembly no later than June 30, 2027.
21In this Section, "systems development" includes building
22resilient and adaptable systems across various sectors,
23including governance, infrastructure, and social services, to
24proactively address the challenges and impacts of climate
25change-induced displacement.

1    Once the initial voting members have been appointed, the
2Task Force shall meet not less than once each month following
3the effective date of this Act to carry out the duties
4prescribed in this Act.
 
5    Section 20. Membership. The Task Force shall consist of
6the following voting members:
7        (1) the Governor or his or her designee;
8        (2) 4 members of the General Assembly:
9            (A) one member, who shall serve as Chairperson,
10        appointed by the Speaker of the House of
11        Representatives;
12            (B) one member, who shall serve as
13        Vice-Chairperson, appointed by the President of the
14        Senate;
15            (C) one member appointed by the Minority Leader of
16        the Senate;
17            (D) one member appointed by the Minority Leader of
18        the House of Representatives;
19        (3) the Director of the Illinois Environmental
20    Protection Agency or the Director's designee;
21        (4) the Director of Public Health or the Director's
22    designee;
23        (5) the Secretary of Human Services or the Secretary's
24    designee;
25        (6) the Secretary of Transportation or the Secretary's

1    designee;
2        (7) the Director of the Illinois Emergency Management
3    Agency and Office of Homeland Security or the Director's
4    designee;
5        (8) the Director of Insurance or the Director's
6    designee;
7        (9) the Chairman of the Illinois Commerce Commission
8    or the Chairman's designee;
9        (10) one representative from labor organizations,
10    appointed by the Governor;
11        (11) one representative from community-based
12    organizations working on affordable housing or
13    transportation or other essential services, appointed by
14    the Governor;
15        (12) one representative from immigrant rights
16    organizations, appointed by the Governor;
17        (13) one representative from environmental justice
18    organizations, appointed by the Governor;
19        (14) 2 representatives of academic institutions with
20    experience in climate change, environmental science, urban
21    planning, or any combination of those 3 fields of study,
22    appointed by the Governor; and
23        (15) any other additional members appointed under
24    Section 10.
 
25    Section 99. Effective date. This Act takes effect upon
