1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Board of Higher Education Act is amended by
5adding Section 9.45 as follows:
 
6    (110 ILCS 205/9.45 new)
7    Sec. 9.45. Statewide Data Dashboard.
8    (a) By March 15, 2027 and by March 15 of each year
9thereafter, the Board of Higher Education, the Illinois
10Community College Board, and the Illinois Student Assistance
11Commission shall jointly prepare and release a Statewide Data
12Dashboard to include individualized data on each public
13institution of higher education and each private institution
14of higher education on a publicly available website. Current
15dashboard platforms and technology shall be used, unless a
16more effective alternative is identified and practical. The
17Statewide Data Dashboard shall be publicly accessible on a
18publicly available website in a manner that allows for
19centralized access in downloadable data files of the data
20available on the website.
21    (b) The Board of Higher Education, the Illinois Community
22College Board, and the Illinois Student Assistance Commission,
23in consultation with stakeholders, shall collaborate jointly

1and determine the indicators and presentation of the Statewide
2Data Dashboard, which must include, at a minimum, the most
3current data collected and maintained by the Board of Higher
4Education, the Illinois Community College Board, and the
5Illinois Student Assistance Commission related to the
6following:
7        (1) student demographics, to the extent available,
8    including, but not limited to, race, ethnicity, gender,
9    rural students, federal Pell Grant status, adult students,
10    students with disabilities, transfer students, and
11    first-generation students;
12        (2) faculty and staff demographics, to the extent
13    available, including, but not limited to, race, ethnicity,
14    academic rank, and gender;
15        (3) institution characteristics, including, but not
16    limited to, total students, total faculty and staff, and
17    the demographic breakdown of each category to the extent
18    available;
19        (4) affordability characteristics, including, but not
20    limited to, the cost of attendance, including all
21    categories of tuition and fees, on-campus and off-campus
22    housing cost averages if applicable to the institution,
23    loan repayment rates to the extent available, and the
24    average net price of attendance if applicable to the
25    institution and to the extent available;
26        (5) student success factors, including, but not

1    limited to, enrollments, retention, completion within
2    standard and extended timeframes, and the student
3    demographic breakdown of each category to the extent
4    possible;
5        (6) a comparison of data covering a 5-year period if
6    feasible;
7        (7) institutional profile and mission, including, but
8    not limited to, Hispanic-serving institutions,
9    minority-serving institutions, and the Carnegie
10    Classification of institutions; and
11        (8) any additional data as reasonably determined and
12    agreed upon by the Board of Higher Education, the Illinois
13    Community College Board, and the Illinois Student
14    Assistance Commission.
15    (c) The Statewide Data Dashboard may not disaggregate data
16to a level that would allow the identification of individual
17students or disclose their personally identifying information.
18    (d) Data under the purview of the Board of Higher
19Education, the Illinois Community College Board, or the
20Illinois Student Assistance Commission shall remain under the
21authority of the respective agency. To facilitate the
22development and maintenance of the Statewide Data Dashboard,
23the Board of Higher Education, the Illinois Community College
24Board, and the Illinois Student Assistance Commission may
25enter into memoranda of understanding or interagency
26agreements ensuring compliance with applicable State and

1federal data privacy laws.
2    (e) The Board of Higher Education, the Illinois Community
3College Board, and the Illinois Student Assistance Commission
4may adopt joint rules as necessary to administer this Section.
