AMENDMENT TO SENATE BILL 2039

2    AMENDMENT NO. ______. Amend Senate Bill 2039 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Board of Higher Education Act is amended
5by adding Section 9.45 as follows:
 
6    (110 ILCS 205/9.45 new)
7    Sec. 9.45. Statewide Data Dashboard.
8    (a) By March 15, 2027 and by March 15 of each year
9thereafter, the Board of Higher Education, the Illinois
10Community College Board, and the Illinois Student Assistance
11Commission shall jointly prepare and release a Statewide Data
12Dashboard to include individualized data on each public
13institution of higher education and each private institution
14of higher education on a publicly available website. Current
15dashboard platforms and technology shall be used, unless a
16more effective alternative is identified and practical. The

1Statewide Data Dashboard shall be publicly accessible on a
2publicly available website in a manner that allows for
3centralized access in downloadable data files of the data
4available on the website.
5    (b) The Board of Higher Education, the Illinois Community
6College Board, and the Illinois Student Assistance Commission,
7in consultation with stakeholders, shall collaborate jointly
8and determine the indicators and presentation of the Statewide
9Data Dashboard, which must include, at a minimum, the most
10current data collected and maintained by the Board of Higher
11Education, the Illinois Community College Board, and the
12Illinois Student Assistance Commission related to the
13following:
14        (1) student demographics, to the extent available,
15    including, but not limited to, race, ethnicity, gender,
16    rural students, federal Pell Grant status, adult students,
17    students with disabilities, transfer students, and
18    first-generation students;
19        (2) faculty and staff demographics, to the extent
20    available, including, but not limited to, race, ethnicity,
21    academic rank, and gender;
22        (3) institution characteristics, including, but not
23    limited to, total students, total faculty and staff, and
24    the demographic breakdown of each category to the extent
25    available;
26        (4) affordability characteristics, including, but not

1    limited to, the cost of attendance, including all
2    categories of tuition and fees, on-campus and off-campus
3    housing cost averages if applicable to the institution,
4    loan repayment rates to the extent available, and the
5    average net price of attendance if applicable to the
6    institution and to the extent available;
7        (5) student success factors, including, but not
8    limited to, enrollments, retention, completion within
9    standard and extended timeframes, and the student
10    demographic breakdown of each category to the extent
11    possible;
12        (6) a comparison of data covering a 5-year period if
13    feasible;
14        (7) institutional profile and mission, including, but
15    not limited to, Hispanic-serving institutions,
16    minority-serving institutions, and the Carnegie
17    Classification of institutions; and
18        (8) any additional data as reasonably determined and
19    agreed upon by the Board of Higher Education, the Illinois
20    Community College Board, and the Illinois Student
21    Assistance Commission.
22    (c) The Statewide Data Dashboard may not disaggregate data
23to a level that would allow the identification of individual
24students or disclose their personally identifying information.
25    (d) Data under the purview of the Board of Higher
26Education, the Illinois Community College Board, or the

1Illinois Student Assistance Commission shall remain under the
2authority of the respective agency. To facilitate the
3development and maintenance of the Statewide Data Dashboard,
4the Board of Higher Education, the Illinois Community College
5Board, and the Illinois Student Assistance Commission may
6enter into memoranda of understanding or interagency
7agreements ensuring compliance with applicable State and
8federal data privacy laws.
9    (e) The Board of Higher Education, the Illinois Community
10College Board, and the Illinois Student Assistance Commission
11may adopt joint rules as necessary to administer this
12Section.".
