AMENDMENT TO SENATE BILL 2201

2    AMENDMENT NO. ______. Amend Senate Bill 2201 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Unified Code of Corrections is amended by
5adding Section 3-2-15 as follows:
 
6    (730 ILCS 5/3-2-15 new)
7    Sec. 3-2-15. Department of Corrections; report of
8contraband. The Department of Corrections shall annually
9collect and publish on its website the following data:
10        (1) contraband:
11            (A) identified by facility;
12            (B) identified by the place in the facility where
13        the contraband was found, such as cell, visiting room,
14        and correctional employee dining facility;
15            (C) method of entrance to the facility, such as
16        correctional employee entrance, visitor entrance,

1        vendor entrance, delivery person entrance, mail
2        delivery, attorney visit, and other entrances to the
3        facility;
4            (D) searches of persons and vehicles entering the
5        facility;
6            (E) type of contraband:
7                (i) drugs: specified by type or kind:
8                    (I) item tested;
9                    (II) test used;
10                    (III) test results;
11                (ii) phones;
12                (iii) weapons;
13                (iv) other contraband; and
14            (F) disciplinary tickets due to possession of or
15        attempt to procure contraband:
16                (i) by facility;
17                (ii) by person or committed person;
18                (iii) findings from disciplinary proceedings;
19                (iv) punishment and consequences imposed;
20        (2) substance use disorder treatment or educational
21    programming data by facility:
22            (A) available treatment programs indicating level
23        of treatment: substance used education or intensive
24        services;
25            (B) number of participants; and
26            (C) number of committed persons on waitlist;

1        (3) use of naloxone:
2            (A) number of persons, either a correctional
3        employee or committed person, who received naloxone,
4        not the person administering naloxone;
5        (4) emergency medical response and hospitalizations:
6            (A) by facility;
7            (B) for what reason; and
8            (C) outcomes (transported by ambulance, seen and
9        discharged, admitted, deceased); and
10        (5) overdoses:
11            (A) identified by outside medical professionals or
12        the coroner;
13            (B) tracked by medical diagnosis or cause of
14        death;
15            (C) by facility; and
16            (D) by person (correctional employee and committed
17        person).
18    The data described in paragraph (1) shall be collected
19beginning July 1, 2026 and shall be published annually on or
20before August 1 of each year. All other data described in
21paragraphs (2) through (5) shall be collected beginning July
221, 2027 and shall be published annually on or before August 1
23of each year.
 
24    Section 99. Effective date. This Act takes effect July 1,
252026.".
