AMENDMENT TO SENATE BILL 2201

2    AMENDMENT NO. ______. Amend Senate Bill 2201 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Unified Code of Corrections is amended by
5adding Section 3-2-15 as follows:
 
6    (730 ILCS 5/3-2-15 new)
7    Sec. 3-2-15. Department of Corrections; report of
8contraband. The Department of Corrections shall annually
9collect and publish on its website the following data:
10        (1) contraband:
11            (A) identified by facility;
12            (B) identified by the place in the facility where
13        the contraband was found, including, but not limited
14        to, cell, visiting room, common areas, or correctional
15        employee dining facility;
16            (C) any method of entrance to the facility,

1        including, but not limited to, correctional employee
2        entrance, visitor entrance, vendor entrance, delivery
3        person entrance, mail delivery, attorney visit, and
4        other entrances to the facility;
5            (D) searches of persons and vehicles entering the
6        facility; and
7            (E) type of contraband:
8                (i) drugs: specified by type or kind:
9                    (I) item tested;
10                    (II) test used; and
11                    (III) test results;
12                (ii) phones;
13                (iii) weapons; and
14                (iv) other contraband;
15            (F) number of instances or individuals caught
16        possessing or attempting to procure or possess
17        contraband:
18                (i) by facility;
19                (ii) by designation of person within the
20            facility such as staff or committed person; and
21                (iii) by any punishment, sanction, or
22            consequence imposed on any individual due to being
23            caught possessing or attempting to procure or
24            possess contraband;
25        (2) substance use disorder treatment or educational
26    programming data by facility:

1            (A) available treatment programs indicating level
2        of treatment: substance used education or intensive
3        services;
4            (B) number of participants; and
5            (C) number of committed persons on waitlist;
6        (3) use of naloxone:
7            (A) number of persons, either a correctional
8        employee or committed person, who received naloxone,
9        not the person administering naloxone;
10        (4) emergency medical response and hospitalizations:
11            (A) by facility;
12            (B) for what reason; and
13            (C) outcomes (transported by ambulance, seen and
14        discharged, admitted, deceased); and
15        (5) overdoses:
16            (A) identified by outside medical professionals or
17        the coroner;
18            (B) tracked by medical diagnosis or cause of
19        death;
20            (C) by facility; and
21            (D) by person (correctional employee and committed
22        person).
23    The data described in paragraph (1) shall be collected
24beginning July 1, 2026 and shall be published annually on or
25before August 1 of each year. All other data described in
26paragraphs (2) through (5) shall be collected beginning July

11, 2027 and shall be published annually on or before August 1
2of each year.
 
3    Section 99. Effective date. This Act takes effect July 1,
42026.".
