AMENDMENT TO SENATE BILL 2201

2    AMENDMENT NO. ______. Amend Senate Bill 2201, AS AMENDED,
3by replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The Unified Code of Corrections is amended by
6adding Section 3-2-15 as follows:
 
7    (730 ILCS 5/3-2-15 new)
8    Sec. 3-2-15. Department of Corrections; report of
9contraband. The Department of Corrections shall annually
10collect and publish on its website the following data:
11        (1) contraband-related data:
12            (A) identified by facility;
13            (B) identified by the place in the facility where
14        the contraband was found, including, but not limited
15        to, cell, visiting room, common areas, or correctional
16        employee dining facility;

1            (C) any method of entrance to the facility,
2        including, but not limited to, correctional employee
3        entrance, visitor entrance, vendor entrance, delivery
4        person entrance, mail delivery, attorney visit, and
5        other entrances to the facility;
6            (D) searches of persons and vehicles entering the
7        facility; and
8            (E) type of contraband:
9                (i) drugs: specified by type or kind:
10                    (I) item tested;
11                    (II) test used; and
12                    (III) test results (positive, negative,
13                inconclusive, or unknown);
14                (ii) phones;
15                (iii) weapons; and
16                (iv) other contraband;
17            (F) number of instances or individuals caught
18        possessing or attempting to procure or possess
19        contraband:
20                (i) by facility; and
21                (ii) by designation of person within the
22            facility such as staff or committed person;
23        (2) substance use disorder treatment or educational
24    programming data by facility:
25            (A) available treatment programs indicating level
26        of treatment: substance used education or intensive

1        services;
2            (B) number of participants; and
3            (C) number of committed persons on waitlist;
4        (3) data regarding the use of naloxone by correctional
5    employees and committed persons, excluding persons who
6    administered the naloxone;
7        (4) data regarding emergency medical response and
8    hospitalizations of individuals in custody:
9            (A) by facility;
10            (B) for what reason, including, for example,
11        suspected drug overdose or exposure, injury inflicted
12        by another person, environmental or workplace injury,
13        or other; and
14            (C) by outcome:
15                (i) off-site emergency room visit;
16                (ii) off-site medical furlough;
17                (iii) total number of individuals in custody
18            housed in outside hospitals;
19                (iv) total number of days individuals are
20            housed in outside hospitals; and
21        (5) data regarding emergency medical response and
22    hospitalizations of staff:
23            (A) by facility; and
24            (B) for what reason, including, for example,
25        suspected drug overdose or exposure, injury inflicted
26        by another person, environmental or workplace injury,

1        or other.
2    The data described in paragraph (1) and subparagraph (A)
3of paragraphs (4) and (5) shall be collected beginning July 1,
42026 and shall be published annually on or before August 1 of
5each year. All other data described in paragraphs (2) through
6(5) shall be collected beginning July 1, 2027 and shall be
7published annually on or before August 1 of each year.
 
8    Section 99. Effective date. This Act takes effect July 1,
92026.".
