AMENDMENT TO SENATE BILL 2201

2    AMENDMENT NO. ______. Amend Senate Bill 2201, AS AMENDED,
3by replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The Unified Code of Corrections is amended by
6adding Section 3-2-15 as follows:
 
7    (730 ILCS 5/3-2-15 new)
8    Sec. 3-2-15. Department of Corrections; report of
9contraband. The Department of Corrections shall annually
10collect and publish on its website the following data:
11    (1) contraband:
12        (A) identified by facility;
13        (B) identified by the place in the facility where the
14    contraband was found, such as cell, visiting room, and
15    correctional employee dining facility;
16        (C) method of entrance to the facility, such as

1    correctional employee entrance, visitor entrance, vendor
2    entrance, delivery person entrance, mail delivery,
3    attorney visit, and other entrances to the facility;
4        (D) searches of persons and vehicles entering the
5    facility and searches based on tips or intelligence;
6        (E) type of contraband:
7            (i) drugs: specified by type or kind:
8                (I) item tested;
9                (II) test used;
10                (III) test results;
11            (ii) phones;
12            (iii) weapons;
13            (iv) other contraband; and
14        (F) disciplinary tickets and consequences due to
15    possession of or attempt to procure contraband:
16            (i) by facility;
17            (ii) by person (correctional employee or committed
18        person);
19            (iii) findings from disciplinary proceedings;
20            (iv) punishment and consequences imposed;
21    (2) substance use disorder treatment or educational
22programming data by facility:
23        (A) available treatment classes;
24        (B) available group programs such as Narcotics
25    Anonymous and Alcoholics Anonymous;
26        (C) number of participants; and

1        (D) number of committed persons on waitlist;
2    (3) use of naloxone:
3        (A) recorded each use by facility;
4        (B) by person, either a correctional employee or
5    committed person, who received naloxone, not the person
6    administering naloxone;
7        (C) reason for administration of naloxone (symptoms
8    and signs indicating need for use); and
9        (D) outcomes (revived or not);
10    (4) emergency medical response and hospitalizations:
11        (A) by facility;
12        (B) for what reason; and
13        (C) outcomes (transported by ambulance, seen and
14    discharged, admitted, deceased); and
15    (5) overdoses:
16        (A) identified by facility, medical staff, and outside
17    medical professionals;
18        (B) tracked by medical diagnosis or cause of death;
19        (C) by facility; and
20        (D) by person (correctional employee and committed
21    person).
22    The data described in paragraph (1) shall be collected
23beginning July 1, 2026 and shall be published annually on or
24before August 1 of each year. All other data described in
25paragraphs (2) through (5) shall be collected beginning July
