SYNOPSIS AS INTRODUCED:
 
20 ILCS 2205/2205-36

    Amends the Department of Healthcare and Family Services Law. In a provision concerning members serving on the Breakthrough Therapies for Veteran Suicide Prevention Program Advisory Council, provides that such members may be reimbursed for reasonable travel expenses and in compliance with the Secretary of State's travel rules for attendance at meetings.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Healthcare and Family
5Services Law of the Civil Administrative Code of Illinois is
6amended by changing Section 2205-36 as follows:
 
7    (20 ILCS 2205/2205-36)
8    Sec. 2205-36. Breakthrough Therapies for Veteran Suicide
9Prevention Program Advisory Council.
10    (a) There is created within the Department of Healthcare
11and Family Services the Breakthrough Therapies for Veteran
12Suicide Prevention Program Advisory Council. The Council shall
13advise the Department on the rules and clinical infrastructure
14necessary to support clinical access to and training for
15medication-assisted United States Food and Drug Administration
16breakthrough therapies for veteran suicide prevention. In
17advising the Department under this Section, the Council shall
18advise the Department on:
19        (1) the award of grants for breakthrough therapy
20    treatment through the Veteran Suicide Prevention Program;
21        (2) the necessary education, training, licensing, and
22    credentialing of providers;
23        (3) patient safety and harm reduction;

1        (4) costs, insurance reimbursement, and strategies to
2    safely increase affordable access to care, including the
3    use of group therapy;
4        (5) standards for treatment facilities;
5        (6) relevant federal regulations and guidelines that
6    relevant State agencies may consider adopting;
7        (7) assisting with the development of public awareness
8    and education campaigns related to veteran suicides;
9        (8) additional funding needed for subsidized patient
10    access and provider and therapist training;
11        (9) overall Fund budget;
12        (10) periodic Fund evaluation;
13        (11) developing criteria and standards for the award
14    of grants and fellowships;
15        (12) developing and providing oversight regarding
16    mechanisms for the dissemination of treatment and training
17    data; and
18        (13) developing provisions to ensure justice, equity,
19    diversity, and inclusion are considered in the
20    administration of grants and recommendations made to the
21    Department.
22    (b) The Council shall consist of 9 members:
23        (1) three members appointed by the Governor;
24        (2) two members appointed by the President of the
25    Senate;
26        (3) two members appointed by the Speaker of the House

1    of Representatives;
2        (4) one member appointed by The Minority Leader of the
3    Senate; and
4        (5) one member appointed by the Minority Leader of the
5    House.
6    (c) The Council shall include at least 3 veterans. The
7Council shall also include members with expertise in
8breakthrough therapy research, clinical mental health
9treatment, public health, access to mental and behavioral
10healthcare in underserved communities, veteran mental and
11behavioral healthcare, and harm reduction. The Department of
12Healthcare and Family Services shall provide administrative
13support to the Council.
14    (d) The Council shall adopt internal organizational
15procedures as necessary for its efficient organization.
16    (e) Members of the Council shall serve without
17compensation, but may be reimbursed for reasonable travel
18expenses and in compliance with the Secretary of State's
19travel rules for attendance at meetings.
