AMENDMENT TO SENATE BILL 2790

2    AMENDMENT NO. ______. Amend Senate Bill 2790 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Public Health Act is amended
5by adding Section 8.6 as follows:
 
6    (20 ILCS 2305/8.6 new)
7    Sec. 8.6. Expanded access to lung cancer screenings.
8    (a) In this Section, "tobacco quitline" means a resource
9that is free to tobacco users in Illinois who want to quit
10using tobacco, that is accessible by a toll-free telephone
11number, and that is established, operated, and funded with the
12assistance of the Department of Public Health. "Tobacco
13quitline" includes an evidence-based program, certified
14counselors, and staff to provide the support needed for
15tobacco users in Illinois to break the habit of using tobacco.
16    (b) The Department of Public Health shall require

1information and counseling concerning lung cancer screening to
2be made available to individuals through the tobacco quitline.
3The Department may enter into contracts and agreements with
4persons operating the tobacco quitline on behalf of the
5Department and may award grants for the purposes of this Act.
6In the course of providing information and counseling
7concerning lung cancer screening, the Department and the
8operators of the tobacco quitline shall:
9        (1) refer to the criteria and guidelines developed by
10    the United States Preventive Services Task Force for lung
11    cancer screening;
12        (2) provide information about lung cancer screening
13    services during intake and counseling calls and through
14    emails to tobacco quitline enrollees, including
15    information on screening eligibility; and
16        (3) provide reporting data to the Department on the
17    number of callers educated on lung cancer screening.
18    (c) The Department of Public Health shall develop signage
19that discloses referral information for lung cancer screening.
20The signage shall include, but shall not be limited to, the
21following:
22        (1) information about who is eligible for lung cancer
23    screening; and
24        (2) contact information for the tobacco quitline,
25    including the toll-free telephone number.
26    The Department shall make available this signage to

1retailers of tobacco products and retailers of nicotine
2replacement therapies. Retailers of tobacco products and
3retailers of nicotine replacement therapies shall
4conspicuously post this signage in their retail
5establishments.
6    (d) The Department of Public Health shall adopt rules to
7implement and administer this Section.".
