SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Guaranteed Income Pilot Program Act. Provides that, beginning one year after the effective date of the Act, the Department of Commerce and Economic Opportunity shall provide $500 monthly cash payments to 3,250 low-to-moderate-income families in the State for a period of 2 years. Provides that the recipients of the monthly cash payments shall be determined by lottery. Provides that the Department may not limit how the recipients of the monthly cash payments use the monthly cash payments or require the recipients of the monthly cash payments to provide receipts demonstrating how the recipients of the monthly cash payments use the monthly cash payments. Requires the Department to adopt rules to implement the Act. Provides that the Act is repealed 5 years after the effective date of the Act.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Guaranteed Income Pilot Program Act.
 
6    Section 5. Definition. As used in this Act, "Department"
7means the Department of Commerce and Economic Opportunity.
 
8    Section 10. Pilot program. Beginning one year after the
9effective date of this Act, the Department shall provide $500
10monthly cash payments to 3,250 low-to-moderate-income families
11in the State for a period of 2 years. The recipients of the
12monthly cash payments shall be determined by lottery.
 
13    Section 15. Spending limitations. The Department may not
14limit how the recipients of the monthly cash payments use the
15monthly cash payments or require the recipients of the monthly
16cash payments to provide receipts demonstrating how the
17recipients of the monthly cash payments use the monthly cash
18payments.
 
19    Section 20. Rulemaking. The Department shall adopt rules

2effective date of this Act.
