SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-421  from Ch. 95 1/2, par. 3-421

    Amends the Illinois Vehicle Code. Provides that a person may reassign his or her registration plate to another person. Provides that, if a person who has a registration plate in his or her name seeks to reassign the registration plate to another person (rather than his or her spouse or child), the Secretary of State shall waive any transfer fee or vanity or personalized registration plate fee.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by
5changing Section 3-421 as follows:
 
6    (625 ILCS 5/3-421)  (from Ch. 95 1/2, par. 3-421)
7    Sec. 3-421. Right of reassignment.
8    (a) Every natural person shall have the right of
9reassignment of the license number issued to him during the
10current registration plate or digital registration plate term,
11for the ensuing registration plate or digital registration
12plate term, provided his or her application for reassignment
13is received in the Office of the Secretary of State on or
14before September 30 of the final year of the registration
15plate or digital registration plate term as to a vehicle
16registered on a calendar year, and on or before March 31 as to
17a vehicle registered on a fiscal year. The right of
18reassignment shall apply to every natural person under the
19staggered registration system provided the application for
20reassignment is received in the Office of the Secretary of
21State by the 1st day of the month immediately preceding the
22applicant's month of expiration.
23    In addition, every natural person shall have the right of

1reassignment of the license number issued to him for a
2two-year registration, for the ensuing two-year period. Where
3the two-year period is for two calendar years, the application
4for reassignment must be received by the Secretary of State on
5or before September 30th of the year preceding commencement of
6the two-year period. Where the two-year period is for two
7fiscal years commencing on July 1, the application for
8reassignment must be received by the Secretary of State on or
9before April 30th immediately preceding commencement of the
10two-year period.
11    (b) Notwithstanding the above provision, the Secretary of
12State shall, subject to the existing right of reassignment,
13have the authority to designate new specific combinations of
14numerical, alpha-numerical, and numerical-alpha licenses for
15vehicles registered on a calendar year or on a fiscal year,
16whether the license be issued for one or more years. The new
17combinations so specified shall not be subject to the right of
18reassignment, and no right of reassignment thereto may at any
19future time be acquired.
20    (c) A person may reassign his or her registration plate to
21another person. If a person has a registration plate in his or
22her name and seeks to reassign the registration plate to
23another person his or her spouse, the Secretary shall waive
24any transfer fee or vanity or personalized registration plate
25fee upon both persons spouses signing a form authorizing the
26reassignment of registration.

1    (c-1) (Blank.) If a person who has a registration plate in
2his or her name seeks to reassign the registration plate to his
3or her child, the Secretary shall waive any transfer fee or
4vanity or personalized registration plate fee.
