AMENDMENT TO SENATE BILL 2948

2    AMENDMENT NO. ______. Amend Senate Bill 2948 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. This Act may be referred to as Alyssa's Law.
 
5    Section 5. The School Safety Drill Act is amended by
6adding Section 42 as follows:
 
7    (105 ILCS 128/42 new)
8    Sec. 42. Mobile panic alert system.
9    (a) By no later than the beginning of the 2028-2029 school
10year, school districts and private schools in this State shall
11consider the use of a mobile panic alert system in the
12development of their school emergency and crisis response
13plans. The mobile panic alert system, if used, shall be known
14as "Alyssa's Alert" and shall be capable of connecting to
15diverse emergency service technologies to ensure real-time

1coordination between multiple first responder agencies. The
2mobile panic alert system, if used, must be capable of
3integrating with local, public-safety, answering-point
4infrastructures to transmit 9-1-1 calls and mobile
5activations. Any deployed mobile panic alert system shall be
6integrated with the public safety answering point serving the
7applicable facility's jurisdiction and shall, upon activation,
8transmit an alert to the public safety answering point or
9initiate a 9-1-1 voice call, allowing for 2-way communication,
10that is delivered to the public safety answering point's
11call-taking equipment. The deployed mobile panic alert system
12shall undergo at least annual testing in coordination with the
13public safety answering point.
14    (b) By March 1, 2027, the Illinois State Police, in
15consultation with the State Board of Education and the
16Illinois Emergency Management Agency and Office of Homeland
17Security, may develop standards for a mobile panic alert
18system. The standards may take into consideration the
19following:
20        (1) the scalability of the mobile panic alert system
21    in relation to the possibility of school expansion;
22        (2) the reliability of the connection technology used
23    and how that technology impacts the response time for
24    first responders;
25        (3) the ease of integrating the mobile panic alert
26    system into existing safety systems in a way that ensures

1    communication with first responders and that all safety
2    protocols are working together; and
3        (4) the efficiency of providing instant alerts and
4    notifications to first responders and other school
5    personnel.
6    (c) The State Board of Education shall send a physical and
7electronic notification to school districts on which mobile
8panic alert systems in this State meet the standards developed
9by the Illinois State Police under subsection (b).".
