AMENDMENT TO SENATE BILL 3019

2    AMENDMENT NO. ______. Amend Senate Bill 3019, AS AMENDED,
3with reference to page and line numbers of House Amendment No.
41, on page 23, line 5, by deleting "Privilege"; and
 
5on page 35, line 5, by replacing "25" with "3-25"; and
 
6on page 50, line 22, by replacing "June 30, 2027" with "January
71, 2027"; and
 
8on page 283, line 12, by deleting "(b-10)"; and
 
9on page 1527, line 24, after "8-3-14c" by inserting "and by
10adding Section 8-3-14d"; and
 
11on page 1529, immediately below line 12, by inserting the
12following:

1    "(65 ILCS 5/8-3-14d new)
2    Sec. 8-3-14d. Municipal hotel operators' occupation and
3use tax reporting.
4    (a) The corporate authorities of a municipality that
5imposes a tax under Section 8-3-14, Section 8-3-14a, Section
68-3-14b, or Section 8-3-14c of this Act shall prepare an
7annual report on (i) the estimated and actual collections of
8the tax, (ii) the estimated and actual expenditures of the
9proceeds of the tax, and (iii) a financial accounting and
10narrative of how the expenditures of the tax have supported
11increased overnight hotel room stays, conventions, group
12travel, meetings and visitor spending within that
13municipality.
14    (b) The annual reports required by this Section shall be
15made publicly available by publication in a local newspaper of
16general circulation in the municipality or by publication on
17the municipality's Internet website. Annual reports published
18online must be maintained on the municipality's website for a
19period of not less than 5 years.
20    (c) For Fiscal Year 2028 and each fiscal year thereafter,
21municipalities shall transmit the report required pursuant to
22this Section to the State Comptroller annually in a manner and
23format prescribed by the State Comptroller. The State
24Comptroller must post on the State Comptroller's official
25website the information submitted by a municipality pursuant
26to this Section. The information must be posted no later than

145 days after the State Comptroller receives the information
2from the municipality. The State Comptroller must also post a
3list of the municipalities not in compliance with the
4reporting requirements of this Section."; and
 
5on page 1546, by replacing lines 19 and 20 with the following:
6"17-30 and local equalization as otherwise provided in this
7Code."; and
 
8on page 1549, by replacing line 9 with the following:
9    "(e) This Section is repealed on December 31, 2031
10December 31, 2026.".
