SYNOPSIS AS INTRODUCED:

    Amends the Department of Human Services Act. Requires the Department of Human Services to establish a Project Success pilot program that is aimed at improving child and family well-being by coordinating services that promote school success, local planning and decision-making, parental involvement, and prevention through partnerships between local school districts and community-based organizations and relevant State agencies. Provides that the pilot program shall operate in communities in East-Central Illinois and shall focus on increasing parents' involvement in their children's academic and emotional development by linking parents to community resources and services that include, but are not limited to, violence prevention, mentoring, tutoring, health education, and community safety. Requires participating communities to establish a local governing board to oversee and implement the coordination of needed services and supports. Contains provisions on the composition of the local governing boards and their duties, including the development of an evolving community action plan that guides their community's use of financial resources, time, staff, services, and other resources to improve families' access to basic health care, behavioral health services, and services that promote family stability and proper nutrition. Requires the Department to initially assist participating communities on how to coordinate services through school-community provider partnerships. Requires the Department to hire a Project Manager to oversee the day-to-day operations of Project Success and to assist participating communities in the development of their community actions plans. Requires the Project Manager to post annual reports on the success of the pilot program, issues or barriers to community implementation, and recommendations. Makes implementation of Project Success subject to appropriations and private funding or resources. Amends the State Finance Act. Adds the Project Success Pilot Program Fund to the list of State special funds.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Human Services Act is amended
5by adding Section 10-85 as follows:
 
6    (20 ILCS 1305/10-85 new)
7    Sec. 10-85. Project Success Pilot Program.
8    (a) The Department shall establish and administer a
9Project Success pilot program aimed at improving child and
10family well-being by coordinating services that promote school
11success, local planning and decision-making, parental
12involvement, and prevention through partnerships between local
13school districts and community-based organizations and
14relevant State agencies. The pilot program shall focus on
15increasing parents' involvement in their children's academic
16and emotional development by linking parents to community
17resources and services that include, but are not limited to,
18violence prevention, mentoring, tutoring, health education,
19and community safety.
20    The establishment and implementation of the Project
21Success pilot program shall be subject to appropriations;
22however, the Department shall be permitted to accept private
23funding or private resources at any time to implement the

1pilot program. All appropriations and other funding received
2by the Department for the Project Success pilot program shall
3be deposited into the Project Success Pilot Program Fund, a
4special fund created in the State treasury. Moneys in the Fund
5shall be expended for the Project Success pilot program and
6for no other purpose. All interest earned on moneys in the Fund
7shall be deposited into the Fund.
8    (b) The Project Success pilot program shall operate in
9communities located in East-Central Illinois within the
10legislative district that comprises parts of Champaign and
11Vermilion counties and includes, but is not limited to, the
12following communities: Belgium, Champaign, Danville, Fithian,
13Muncie, Oakwood, Rantoul, Royal, Savoy, Thomasboro, Tilton,
14Urbana, and Westville. Participation in the program shall be
15voluntary.
16    Each participating community within the pilot service area
17shall establish a local governing board to oversee and
18implement the coordination of needed services and supports.
19The size of a community's local governing board shall be
20determined by the individual community. However, a local
21governing board's membership must be comprised of one-third
22parents, no more than one-quarter school personnel, and the
23remaining members chosen from local service providers,
24including, but not limited to, hospitals, local offices of
25relevant State agencies, members of the business and civic
26community, local elected officials, law enforcement, and legal

1service providers. Each local governing board must identify
2and determine the needs of local students and their families,
3develop a family-focused mechanism to deliver services, and
4work with school districts, local service providers, local
5offices of relevant State agencies, and any other relevant
6entities to ensure that all needs are met in an efficient and
7effective manner. To effectuate these responsibilities, each
8local governing board must perform the following duties:
9        (1) Develop an evolving community action plan that
10    guides the community's use of financial resources, time,
11    staff, services, and other resources by:
12            (A) Completing student and family needs
13        assessments including technical assessment and staff
14        needs.
15            (B) Reviewing community service capacity to meet
16        identified needs.
17            (C) Prioritizing service needs.
18            (D) Identifying the service population for the
19        community.
20        (2) Develop collaborative efforts for service delivery
21    by:
22            (A) Identifying existing State services in the
23        community.
24            (B) Identifying gaps in services needed.
25            (C) Soliciting new services from local and State
26        agencies.

1            (D) Developing a service delivery model for
2        children and families.
3        (3) Establish administrative oversight by:
4            (A) Training all local participants in the pilot
5        program, including, but not limited to, school
6        administrators and personnel, service providers, law
7        enforcement, and health care providers.
8            (B) Establishing conflict resolution policies.
9            (C) Developing service delivery standards and
10        other policies that are consistent with and in
11        furtherance of community and pilot program goals.
12    (c) Each local governing board, in collaboration with the
13pilot program Project Manager, shall create a service delivery
14model that does the following:
15        (1) Sets forth the responsibilities of the various
16    participating State agencies in facilitating the efficient
17    and effective delivery of needed social services and
18    supports and community outreach.
19        (2) Creates a mechanism for the identification,
20    referral, delivery, and follow-up of needed services and
21    supports for children and their families.
22        (3) Identifies needed collaborative training of pilot
23    program staff, service providers, school administrators
24    and personnel, and other relevant participants.
25        (4) Identifies real and potential obstacles to service
26    delivery, community outreach, funding, maintaining school

1    participation and community networks, and any other
2    barriers to the fulfillment of community and pilot program
3    goals.
4        (5) Determines ways by which State agencies or their
5    local offices can better assist the local governing board
6    in meeting pilot program goals and standards and
7    maintaining strong community networks and partnerships
8    with local schools and school districts.
9    (d) Each local governing board, in consultation with the
10Project Success Project Coordinator described in subsection
11(e), shall develop a community action plan that ensures all of
12the following:
13        (1) Access to basic health care for children and their
14    families.
15        (2) Access to services that will protect children and
16    promote the stability of the family.
17        (3) Access to proper nutrition and nutrition
18    education.
19        (4) Access to substance abuse prevention,
20    intervention, and treatment for children and their
21    families.
22        (5) Access to preventive and rehabilitative mental
23    health services for children and their families.
24        (6) Access to social activities which enhance positive
25    interaction with families.
26    (e) The Department shall initially assist participating

1communities on how to coordinate services and implement the
2new service delivery model through school-community provider
3partnerships. After a community's local governing board
4demonstrates command over its new responsibilities, the
5Department shall take on a more collaborative role. To best
6prepare pilot communities and their governing boards, the
7Department shall:
8        (1) Form a Steering Committee made up of high level
9    agency staff and a Project Coordinator to oversee
10    implementation of the pilot program.
11        (2) Identify a staff person from each social service
12    agency located within a pilot community who will act as
13    the agency's liaison.
14        (3) Hire or appoint a Project Coordinator to oversee
15    the day-to-day operations of the Project Success pilot
16    program and its implementation in the pilot communities.
17    The Project Coordinator shall also assist and consult with
18    each pilot community on the development of a community
19    action plan as set forth in subsection (d).
20        (4) Attempt to raise private funds or directly
21    provide, seed funding to pilot communities for program
22    implementation.
23        (5) Work with pilot communities to examine ways of
24    redeploying existing services and resources.
25        (6) Collaborate with other relevant State agencies on
26    how to facilitate the coordination of needed services.

1        (7) Train participating State agencies and community
2    leaders and providers to ensure the success of the pilot
3    program.
4        (8) Evaluate the pilot program to determine the most
5    effective methods for possible statewide replication.
6        (9) Provide a service directory to each pilot
7    community that lists and provides information on the vast
8    range of State agency services available within that pilot
9    community.
10        (10) Host information conferences to unveil the
11    Project Success pilot program to pilot communities.
12    (f) Beginning one year after implementation of the pilot
13program, and every year thereafter, the Project Coordinator,
14on behalf of the Department, shall collect data from each
15pilot community on the success of the pilot program and any
16issues or barriers to implementation. The Project Coordinator
17shall publish a report on his or her findings and
18recommendations on the Department's official website.
 
19    Section 10. The State Finance Act is amended by adding
20Section 5.1038 as follows:
