SYNOPSIS AS INTRODUCED:
 
310 ILCS 10/15 new

    Amends the Housing Authorities Act. Provides that, unless otherwise required by federal law or regulation, a housing authority shall not establish or implement any rules, policies, or procedures that impose time limits or work requirements as a condition of initial or continued eligibility for any rent subsidy or assistance provided to qualifying tenants of the housing authority or to qualifying individuals through any rent subsidy or other housing assistance program administered by the housing authority. Permits a housing authority to establish, implement, or encourage an applicant or recipient of a rent subsidy or assistance to participate in a voluntary employment or job training program if the program: (1) does not impact the applicant's or recipient's initial or continued eligibility for the rent subsidy or assistance; and (2) has one of the specified goals for program participants, including, but not limited to, (i) increasing personal income, (ii) homeownership, or (iii) expanding employment options. Effective immediately.

1    AN ACT concerning housing.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Housing Authorities Act is amended by
5changing Section 8.21 and by adding Section 15 as follows:
 
6    (310 ILCS 10/15 new)
7    Sec. 15. No time limits or work requirements.
8    (a) As used in this Section:
9    "Time limits" means any limitation on the duration of time
10within which an individual may receive subsidized housing at a
11housing development owned or operated by a housing authority
12or rental assistance through any rent subsidy or other housing
13assistance program administered by a housing authority, if the
14individual is otherwise compliant with all other applicable
15program requirements, including, but not limited to, the
16timely payment of rent or other required housing costs.
17    "Work requirements" means any requirements to complete
18work-related activities such as working, pursuing education,
19participating in a work program, volunteering, or community
20service.
21    (b) Unless otherwise required by federal law or
22regulation, a housing authority shall not establish or
23implement any rules, policies, or procedures that impose time

1limits or work requirements as a condition of initial or
2continued eligibility for any rent subsidy or assistance
3provided to qualifying tenants of the housing authority or to
4qualifying individuals through any rent subsidy or other
5housing assistance program administered by the housing
6authority.
7    A housing authority may establish, implement, or encourage
8an applicant or recipient of a rent subsidy or assistance to
9participate in a voluntary employment or job training program
10if the program:
11        (1) does not impact the applicant's or recipient's
12    initial or continued eligibility for the rent subsidy or
13    assistance; and
14        (2) has any one of the following or related goals for
15    program participants:
16            (A) increasing personal income;
17            (B) generating financial savings;
18            (C) homeownership;
19            (D) increasing financial well-being and
20        creditworthiness;
21            (E) increasing educational attainment;
22            (F) acquiring job skills; or
23            (G) expanding employment options.
 
24    Section 99. Effective date. This Act takes effect upon
25becoming law.
