AMENDMENT TO SENATE BILL 3285

2    AMENDMENT NO. ______. Amend Senate Bill 3285 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Findings. The General Assembly finds that:
5    (1) Illinois is the historic and operational hub of the
6nation's passenger rail network, serving as the national
7terminal for multiple passenger rail routes providing vital
8interstate and regional connections.
9    (2) The Federal Railroad Administration's Midwest Regional
10Rail Plan (2021) identifies Illinois as the center of a
11high-frequency intercity rail system connecting major
12Midwestern cities and states. The Plan identifies 5 routes
13radiating from Chicago with 16 to 25 departures in each
14direction daily.
15    (3) The Midwest Regional Rail Plan also identifies other
16routes radiating from Chicago without specifying service
17levels.

1    (4) Increasing passenger rail service frequencies across
2all corridors and long-distance routes will strengthen
3Illinois' economy, reduce road and airport congestion, improve
4sustainability, reduce greenhouse gas emissions, and provide
5residents more freedom to travel.
6    (5) Illinois' freight rail network is among the best in
7the world and expanding passenger rail service must be done so
8in full partnership with the host railroads.
9    (6) Hourly service for intercity passenger rail is the
10ideal frequency for high-demand routes in order to unlock the
11full potential of travel along each route. Each route must be
12evaluated based on existing capacity on host railroads,
13underlying demand for travel, and opportunities for new tracks
14or infrastructure to provide passenger service.
15    (7) Some portions of freight lines are incompatible with
16hourly frequencies for passenger service due to existing and
17ongoing demand for freight traffic.
18    (8) An important strategy to deliver high-frequency
19passenger train service is the development of new tracks,
20sidings and grade separations designated primarily for
21passenger train service.
22    (9) The development of high-frequency service on these
23routes will require significantly new station capacity in
24Chicago.
25    (10) Illinois is fortunate to have Metra, one of the best
26publicly-owned railroads in the nation and leadership from

1private railroads engaged in long-term partnerships to deliver
2passenger rail service. Extending those relationships and
3expertise from commuter rail to intercity passenger rail
4throughout the Midwest to assist the Department of
5Transportation is a wise use of resources.
6    (11) Therefore, it is the policy of the State to define and
7pursue an integrated intercity shared corridor and high-speed
8rail network as part of the Illinois State Rail Plan, to task a
9Commission of stakeholders to assist the Department in
10developing such plans, and to ensure that the most appropriate
11and achievable high-frequency passenger rail service is
12incorporated into all metropolitan, regional, and statewide
13transportation planning processes in a manner consistent with
14federal law and planning cycles.
 
15    Section 5. The High-Speed Railway Commission Act is
16amended by changing Sections 1, 5, 10, 15 as follows:

19    Sec. 1. Short title. This Act may be cited as the Intercity
20Shared Corridor and High-Speed Railway Commission Act.

1    Sec. 5. Commission created; membership.
2    (a) There is created the Intercity Shared Corridor and
3High-Speed Railway Commission to carry out the duties set
4forth in Section 10.
5    (b) The Commission shall be composed of the following
6members:
7        (1) The Governor or his or her designee.
8        (2) The President of the Senate or his or her
9    designee.
10        (3) The Minority Leader of the Senate or his or her
11    designee.
12        (4) The Speaker of the House of Representatives or his
13    or her designee.
14        (5) The Minority Leader of the House of
15    Representatives or his or her designee.
16        (6) The Secretary of Transportation or his or her
17    designee.
18        (7) The Chairperson of the Illinois State Toll Highway
19    Authority or his or her designee.
20        (8) The Chairperson of the Illinois Commerce
21    Commission or his or her designee.
22        (9) The Chairperson of the Commuter Rail Board or his
23    or her designee.
24        (10) The Mayor of the City of Chicago or his or her
25    designee.
26        (10.5) The Chairperson of the Northern Illinois

1    Transit Authority or his or her designee.
2        (11) Two representatives A representative of a labor
3    organization representing rail workers, appointed by the
4    Governor.
5        (11.5) A representative of a labor organization
6    representing workers that perform construction or
7    maintenance of infrastructure, appointed by the Governor.
8        (12) A representative of a trade organization related
9    to the rail industry, appointed by the Governor.
10        (13) A representative of the Metropolitan Mayors and
11    Managers Association, appointed by the Governor.
12        (14) Two representatives A representative from the
13    Illinois Railroad Association, appointed by the Governor.
14        (15) A representative from the University of Illinois
15    System, appointed by the Governor.
16        (16) A representative from the Chicago Metropolitan
17    Agency for Planning, appointed by the Governor.
18        (17) A representative of the Illinois Municipal
19    League, appointed by the Governor.
20        (18) A representative of the Champaign-Urbana Mass
21    Transit District, appointed by the Governor.
22        (19) A representative of the Region 1 Planning
23    Council, appointed by the Governor.
24        (20) A representative of the McLean County Regional
25    Planning Commission, appointed by the Governor.
26        (21) A representative of the East-West Gateway Council

1    of Governments, appointed by the Governor.
2    (c) The Chairperson of the Commission shall be elected
3from the Commission's membership by a simple majority vote of
4the total membership of the Commission. The Vice-Chairperson
5of the Commission shall be elected from the Commission's
6membership by a simple majority vote of the total membership
7of the Commission.
8    (d) Appointments made by the Governor under subsection (b)
9shall be made no later than January 1, 2027 2023.
10    (e) Vacancies in Commission membership shall be filled in
11the same manner as provided under subsection (b).
12    (f) Total membership of the Commission consists of the
13number of members serving on the Commission, not including any
14vacant positions. A quorum consists of a simple majority of
15total membership and shall be sufficient to conduct the
16business of the Commission, unless stipulated otherwise in the
17bylaws of the Commission.
18    (g) The Commission shall meet at least quarterly, and hold
19its first meeting within 30 days after the appointment of
20members under subsection (d).
21    (h) Members of the Commission shall receive no
22compensation for service as members.

1    Sec. 10. Duties of Commission. The Intercity Shared
2Corridor and High-Speed Railway Commission shall create a
3statewide plan for a high-speed rail line and feeder network
4connecting St. Louis, Missouri and Chicago, Illinois that
5includes current existing Amtrak and Metra services, connects
6the cities of Rockford, Moline, Peoria, and Decatur, and uses
7inter-city bus service to coordinate with the rail line. The
8Commission shall conduct a ridership study and shall make
9findings and recommendations concerning a governance
10structure, the frequency of service, and implementation of the
11plan.
12    The Commission shall evaluate the following routes as
13potential enhancements and improvements to the statewide plan
14for a high-speed rail line and the State's long-range
15transportation plan:
16        (1) Chicago to Milwaukee to Green Bay;
17        (2) Chicago to Janesville to Madison to St. Paul;
18        (3) Chicago to Rockford to East Dubuque;
19        (4) Chicago to Normal to Springfield;
20        (5) Chicago to Detroit to Toronto;
21        (6) Chicago to Cleveland to Buffalo to Boston;
22        (7) Chicago to Fort Wayne to Columbus to Pittsburgh to
23    Philadelphia;
24        (8) Chicago to Indianapolis to Cincinnati;
25        (9) Chicago to Indianapolis to Louisville to Nashville
26    to Atlanta;

1        (10) Chicago to Champaign to Carbondale to Memphis;
2        (11) Champaign to Decatur to Springfield;
3        (12) Springfield to East St. Louis to St. Louis to
4    Kansas City;
5        (13) Chicago to Moline to Des Moines to Omaha to
6    Denver;
7        (14) Chicago to Peoria;
8        (15) Chicago to Galesburg to Quincy to Hannibal; and
9        (16) Carbondale to East St. Louis.
10    The Commission shall evaluate each of the routes listed in
11paragraphs (1) through (16) as target passenger rail routes
12and suggest appropriate levels of frequencies based on
13projected ridership demand, stakeholder input, and experience
14in other regions with similar population densities and
15distances. The Commission shall consider increased frequencies
16on existing routes and on new tracks and other infrastructure
17to increase the level of service on each route, including
18adding new tracks and infrastructure to existing railroad
19right-of-way with agreements to accommodate the additional
20frequencies and the acquisition of State-owned rights-of-way
21for the construction of dedicated passenger tracks where
22appropriate. The Commission shall hold at least one meeting
23each calendar year on each route specified in paragraphs (1)
24through (16). The Commission may invite relevant stakeholders
25to participate in the meetings, including, but not limited to,
26other state Departments of Transportation, passenger rail

1service providers, commuter rail agencies, and elected
2officials who represent the region.
3    The Commission shall assist the Department of
4Transportation in rail planning and oversight of passenger
5rail service providers by holding public meetings on route
6development, progress on planning of routes, development of
7cost estimates of new infrastructure, ridership surveys, and
8planning for new station capacity in Chicago.
9    The Commission shall report to the General Assembly and
10the Governor no later than December 1 31 of each year.
