2025 and 2026 SB3565 Introduced 2/5/2026, by Sen. Ram Villivalam SYNOPSIS AS INTRODUCED: | | | Amends the Other Social Services Article of the Illinois Public Aid Code. Permits townships to use moneys received and collected for public aid to provide funds and administer programs for providing in-kind aid in meeting basic maintenance requirements, including, but not limited to, food banks, food pantries, food, and other specified items to persons who are poor, indigent, homeless, or in need of immediate assistance, regardless of eligibility (rather than to persons eligible for General Assistance under the Code). |

| 1 | | AN ACT concerning public aid. |
| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly: |
| 4 | | Section 5. The Illinois Public Aid Code is amended by |
| 5 | | changing Section 9-15 as follows: |
| 6 | | (305 ILCS 5/9-15) |
| 7 | | Sec. 9-15. Township food pantries. In a county under |
| 8 | | township organization, a township may provide, from moneys |
| 9 | | received and collected for public aid to all persons eligible |
| 10 | | therefor under Article VI of this Code, funds and administer |
| 11 | | programs for providing in-kind aid in meeting basic |
| 12 | | maintenance requirements, including, but not limited to, food |
| 13 | | banks, food pantries, food, paper goods, toiletries, and |
| 14 | | clothing, to persons who are poor, indigent, homeless, or in |
| 15 | | need of immediate assistance, regardless of eligibility and in |
| 16 | | addition to financial aid provided under this Code. |
