Provides that, beginning January 1, 2027, broadband providers shall offer affordable rates to serve the needs of low-income broadband customers. Provides that the Illinois Commerce Commission shall establish and implement appropriate rules to ensure that low-income broadband rates are developed by broadband providers, including, but not limited to, rules establishing minimum Internet service speeds at affordable rates and setting a maximum low-income broadband rate for broadband service. Effective immediately. |

| 1 | | AN ACT concerning regulation. |
| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly: |
| 4 | | Section 5. The Public Utilities Act is amended by adding |
| 5 | | Section 16-108.35 as follows: |
| 6 | | (220 ILCS 5/16-108.35 new) |
| 7 | | Sec. 16-108.35. Broadband providers; low-income rates. |
| 8 | | Beginning January 1, 2027, broadband providers shall offer |
| 9 | | affordable rates to serve the needs of low-income broadband |
| 10 | | customers. The Commission shall establish and implement |
| 11 | | appropriate rules to ensure that low-income broadband rates |
| 12 | | are developed by broadband providers, including, but not |
| 13 | | limited to, rules establishing minimum Internet service speeds |
| 14 | | at affordable rates and setting a maximum low-income broadband |
| 15 | | rate for broadband service. |
| 16 | | Section 99. Effective date. This Act takes effect upon |
| 17 | | becoming law. |
