SYNOPSIS AS INTRODUCED:
 
15 ILCS 405/22.1  from Ch. 15, par. 222.1

    Amends the State Comptroller Act. Provides that the State Comptroller Local Government Advisory Board shall include one member of the Illinois State Police. Provides that recommendations submitted to the Comptroller by the Board shall include, but not be limited to, recommendations for reducing the incidence of financial fraud, improving internal controls, enhancing transparency and accountability, and strengthening the detection, reporting, and investigation of fraudulent activity in units of local government.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Comptroller Act is amended by
5changing Section 22.1 as follows:
 
6    (15 ILCS 405/22.1)  (from Ch. 15, par. 222.1)
7    Sec. 22.1. State Comptroller Local Government Advisory
8Board. The State Comptroller shall appoint a State Comptroller
9Local Government Advisory Board consisting of 10 local
10officials, 5 certified public accountants, one member of the
11Illinois State Police, and 15 public members. Of the 15 public
12members at least one shall be a representative of the Illinois
13Municipal League and at least one shall be a representative of
14the Township Officials of Illinois. Members of the Board shall
15serve 3 year terms, except for the initial members from each
16classification the following terms shall apply: 5 local
17officials (including representatives of municipalities,
18counties, and townships) will serve until the first Monday in
19July 1994, and 5 will serve until the first Monday in July
201995; 3 certified public accountants will serve until the
21first Monday in July 1994, and 2 will serve until the first
22Monday in July 1995; 8 public members will serve until the
23first Monday in July 1994, and 7 will serve until the first

1Monday in July 1995. Members shall serve until their
2respective successors are chosen and qualified. This board
3shall serve the Comptroller in an advisory capacity, but may
4at any time, by his or her request or at its own initiative,
5submit to the Comptroller any recommendations concerning the
6administration of local governmental finances, including, but
7not limited to, recommendations for reducing the incidence of
8financial fraud, improving internal controls, enhancing
9transparency and accountability, and strengthening the
10detection, reporting, and investigation of fraudulent activity
11in units of local government. Members shall serve without
12compensation but shall be reimbursed for their reasonable
13expenses incurred in the performance of their duties.
