AMENDMENT TO SENATE BILL 3627

2    AMENDMENT NO. ______. Amend Senate Bill 3627 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Transportation Law of the
5Civil Administrative Code of Illinois is amended by adding
6Section 2705-631 as follows:
 
7    (20 ILCS 2705/2705-631 new)
8    Sec. 2705-631. Quick-build infrastructure.
9    (a) As used in this Section, "quick-build infrastructure"
10means a temporary intersection treatment for pedestrian safety
11designed for accelerated deployment using low-cost, modular,
12temporary, or removable materials or methods, including
13delineator posts, modular curbing, temporary curb extensions,
14refuge islands, signal timing or phasing changes, removable
15barriers, or similar treatments intended to reduce crashes
16involving vulnerable road users.

1    (b) The Department is authorized to use quick-build
2infrastructure as a temporary alternative for permanent
3infrastructure improvements if the Department deems it
4appropriate.
5        (1) When evaluating whether quick-build infrastructure
6    is appropriate. the Department may take into account crash
7    history, traffic volumes, freight patterns, vulnerable
8    road user presence, school zones, and the existing
9    context.
10        (2) Local agencies may request, via permit,
11    quick-build infrastructure to remedy safety issues on
12    roads under the Department's jurisdiction.
13    (c) Nothing in this Section shall be construed as
14requiring the Department to deviate from standards set out by
15the Manual on Uniform Traffic Control Devices or other
16nationally accepted standards.".
