SYNOPSIS AS INTRODUCED:
 
235 ILCS 5/5-3  from Ch. 43, par. 118

    Amends the Liquor Control Act of 1934. In provisions concerning license fees, removes the alternative license fee for an online renewal of a license. Sets forth license fees for Tier 1, Tier 2, Tier 3, Tier 4, Tier 5, and Tier 6 BASSET trainer licenses; the Illinois Liquor Control Commission Trainer Course; and the Illinois Liquor Control Commission online BASSET course. Provides that the State Commission may establish any other reasonable fees by administrative rule. Removes language concerning a license renewal fee waiver for certain licenses expiring on or after July 1, 2022 and on or before June 30, 2023. Makes a conforming change.

1    AN ACT concerning liquor.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Liquor Control Act of 1934 is amended by
5changing Section 5-3 as follows:

8    Sec. 5-3. License fees. Except as otherwise provided
9herein, at the time application is made to the State
10Commission for a license of any class, the applicant shall pay
11to the State Commission the fee hereinafter provided for the

15    Fees collected under this Section shall be paid into the
16Dram Shop Fund. The State Commission may establish any other
17reasonable fees by administrative rule. The State Commission
18shall waive license renewal fees for those retailers' licenses
19that are designated as "1A" by the State Commission and expire
20on or after July 1, 2022, and on or before June 30, 2023.
21One-half of the funds received for a retailer's license shall
22be paid into the Dram Shop Fund and one-half of the funds
23received for a retailer's license shall be paid into the
24General Revenue Fund.
25    No fee shall be paid for licenses issued by the State
26Commission to the following non-beverage users:

1        (a) Hospitals, sanitariums, or clinics when their use
2    of alcoholic liquor is exclusively medicinal, mechanical,
3    or scientific.
4        (b) Universities, colleges of learning, or schools
5    when their use of alcoholic liquor is exclusively
6    medicinal, mechanical, or scientific.
7        (c) Laboratories when their use is exclusively for the
8    purpose of scientific research.

18    Section 95. No acceleration or delay. Where this Act makes
19changes in a statute that is represented in this Act by text
20that is not yet or no longer in effect (for example, a Section
21represented by multiple versions), the use of that text does
22not accelerate or delay the taking effect of (i) the changes
23made by this Act or (ii) provisions derived from any other
24Public Act.
