SYNOPSIS AS INTRODUCED:

105 ILCS 5/1A-12 new

Amends the School Code. Provides that the State Board of Education, in cooperation with the Department of Revenue, shall conduct an education funding reform study, with a goal of adopting a system that controls costs while creating a more equitable funding system. Provides that the State Board of Education shall study the feasibility of creating a statewide shared funding system. Effective immediately.

A BILL FOR

AN ACT concerning education.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The School Code is amended by adding Section 1A-12 as follows:

(105 ILCS 5/1A-12 new)

Sec. 1A-12. Education funding study. The Board, in cooperation with the Department of Revenue, shall conduct an education funding reform study, with a goal of adopting a system that controls costs while creating a more equitable funding system. In particular, the Board shall study the feasibility of creating a statewide shared funding system where local school districts propose budgets, which are approved by voters and funded by a statewide property tax fund in lieu of property taxes. The Board shall submit its report to the Governor and the General Assembly no later than December 31, 2026 and shall include any proposed statutory changes needed to effectuate a transition to a new funding system.

Section 99. Effective date. This Act takes effect upon becoming law.
