1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by adding
5Section 3-670.5 as follows:
 
6    (625 ILCS 5/3-670.5 new)
7    Sec. 3-670.5. Autism and neurodivergent license plates.
8    (a) Beginning with the 2027 registration year, the
9Secretary of State, upon receipt of all applicable fees and
10applications made in the form prescribed by the Secretary, may
11issue special registration plates designated as autism and
12neurodivergent plates to residents of the State who are
13autistic or neurodivergent or who are parents of children who
14are autistic or neurodivergent. The special plates issued
15under this Section shall be affixed only to passenger vehicles
16of the first division, motorcycles, autocycles, and motor
17vehicles of the second division weighing not more than 8,000
18pounds. Plates under this Section shall expire according to
19the multi-year procedure established by Section 3-414.1 of
20this Code.
21    (b) The plates shall display the Just Bee icon used for
22identification of autistic or neurodivergent individuals. In
23all other respects, the design and color of the special plates

1shall be wholly within the discretion of the Secretary. An
2original certificate from a licensed physician that certifies
3the applicant, or the applicant's child, as autistic or
4neurodivergent shall accompany each application. The Secretary
5may, in his or her discretion, allow the plates to be issued as
6vanity plates or personalized in accordance with Section
73-405.1 of this Code. The plates are not required to designate
8"Land of Lincoln", as prescribed in subsection (b) of Section
93-412 of this Code. The Secretary shall prescribe the
10eligibility requirements and, in his or her discretion, shall
11approve and prescribe stickers or decals as provided under
12Section 3-412.
