SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the O'Hare Sound Mitigation Grant Program Act. Requires the Department of Transportation Division of Aeronautics to establish and administer the O'Hare Sound Mitigation Grant Program for residential homes around O'Hare International Airport. Requires the grants to be used for updating windows, doors, and other soundproofing applications needed to soundproof the residential home. Describes criteria that are to be used to determine the eligibility of residential homes for grants under the Act. Defines "Division" and "residential home".

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the O'Hare
5Sound Mitigation Grant Program Act.
 
6    Section 5. Definitions. As used in this Act:
7    "Division" means the Illinois Department of Transportation
8Division of Aeronautics.
9    "Residential home" means single family and multi-family
10unit structures.
 
11    Section 10. O'Hare Sound Mitigation Grant Program. Subject
12to appropriation, the Illinois Department of Transportation
13Division of Aeronautics shall establish and administer the
14O'Hare Sound Mitigation Grant Program for residential homes
15around O'Hare International Airport. The grants provided under
16this Section shall be used for updating windows, doors, and
17other soundproofing applications needed to soundproof a
18residential home.
 
19    Section 15. Eligibility. The Illinois Department of
20Transportation Division of Aeronautics shall determine
21eligibility of residential homes that qualify for grants under

1the O'Hare Sound Mitigation Program. The Division shall use
2the following criteria when determining eligibility:
3        (1) the residential home shall be within 20 miles of
4    the edge of O'Hare International Airport;
5        (2) the residential home must have been built before
6    October 1, 1998; and
7        (3) the residential homeowner must have recorded a
8    sound intensity of 55 decibels or more at the home when an
9    airplane flies over the structure.
10    Eligible residential homes shall qualify for grants to aid
11in the replacement of windows, doors, and any other sound
12insulation work needed, as determined by the Division, to
13reduce the sound intensity levels inside the residential home
14as measured in decibels.
