SYNOPSIS AS INTRODUCED:

Makes appropriations for the ordinary and contingent expenses.

AN ACT concerning appropriations.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

ARTICLE 1

Section 1. "AN ACT concerning appropriations", Public Act 104-0003, approved June 16, 2025, is amended by adding Section 430 of Article 45 as follows:

(P.A. 104-0003, Article 45, Section 430 new)

Sec 430. The sum of $2,000,000, or so much thereof as may be necessary is appropriated from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a grant to Chicago Metropolitan Agency for Planning for costs associated with operational expenses.

ARTICLE 2

Section 1. "AN ACT concerning appropriations", Public Act 104-0003, approved June 16, 2025, is amended by changing Section 10 of Article 46 as follows:

Sec. 10. The sum of $2,412,200, or so much therefore as may be necessary, is appropriated from the DNR Special Projects Fund to the Department of Natural Resources for expenses including but not limited to, grants, inter-agency agreements, or donation-funded special projects, including prior years' costs. of grant, inter-agency agreement or donation-funded special projects for various costs including, but not limited to, education, habitat protection and preservation, maintenance and, improvements on department lands and facilities.

Section 2. "AN ACT concerning appropriations", Public Act 104-0003, approved June 16, 2025, is amended by adding Section 105 and repealing Section 95 of Article 47 as follows:

Sec. 105. The sum of $12,446,600, or so much thereof as may be necessary, is appropriated from the Illinois Forestry Development Fund to the Department of Natural Resources for expenses and grants connected with the Urban and Community Forestry Program as authorized by Section 23003 of the Inflation Reduction Act (IRA) of 2022.

Section 95. Section 95 of Article 47 of Public Act 104-0003, approved June 16, 2025, is repealed.

ARTICLE 3

Section 1. "AN ACT concerning appropriations", Public Act 104-0003, approved June 16, 2025, is amended by adding Section 11 of Article 49 as follows:

Sec. 11. The sum of $10,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Corrections for deposit into the Department of Corrections Reimbursement and Education Fund for expenditures related to electronic healthcare records.

ARTICLE 4

Section 1. "AN ACT concerning appropriations", Public Act 104-0003, approved June 16, 2025, is amended by adding Section 470, changing Section 465, and repealing Sections 415 and 440 of Article 55 as follows:

Sec. 470. The sum of $10,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services for deposit into the DHS State Projects Fund.

Sec. 465. The amount of $400,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services for a grant to Will Grundy Medical Clinic. ARTICLE 5

Section 1. "AN ACT concerning appropriations", Public Act 104-0003, approved June 16, 2025, is amended by adding Section 105 and changing Sections 25 and 30 of Article 61 as follows:

Sec. 105. The amount of $100,000,000, or so much thereof as may be necessary, is appropriated to the Department of Healthcare and Family Services from the Rural Healthcare Transformation Fund for all costs, including grants and related operating and administrative costs, associated with the Rural Health Transformation Program created under Public Law 119-21, Section 71401.

Sec. 110. The sum of $1,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Public Health for a grant to the American Lung Association.

The sum of $1,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Public Health for a grant to VNA Healthcare Kane County for all costs associated with healthcare access and availability, administrative costs, and operational expenses.

Sec. 160. The sum of $2,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Public Health for a grant to Access to Care for all costs associated with healthcare access and availability, administrative costs, and operational expenses.

Sec. 165. The sum of $300,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Public Health for a grant to VNA Healthcare of Will County for all costs associated with healthcare access and availability, administrative costs, and operational expenses.

Sec. 170. The sum of $300,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Public Health for a grant to Cass County Health Center for all costs associated with healthcare access and availability, administrative costs, and operational expenses.

Sec. 175. The sum of $400,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Public Health for a grant to the Winnebago Health Department for all costs associated with healthcare access and availability, administrative costs, and operational expenses.

Sec. 180. The sum of $300,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Public Health for a grant to SIHF Healthcare for all costs associated with healthcare access and availability, administrative costs, and operational expenses.

Sec. 185. The sum of $300,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Public Health for a grant to CHCC Community Healthcare Clinic for all costs associated with healthcare access and availability, administrative costs, and operational expenses.

ARTICLE 7

Section 1. "AN ACT concerning appropriations", Public Act 104-0003, approved June 16, 2025, is amended by changing Sections 10 and 15 of Article 76 as follows:

Sec. 10. The sum of $5,000,000, 2,500,000, or so much thereof as may be necessary, is appropriated from the Illinois Underground Utility Facilities Damage Prevention Fund to the Illinois Commerce Commission for a grant to the Statewide One-call Notice System, as required in the Illinois Underground Utility Facilities Damage Prevention Act.

Sec. 15. The sum of $50,000, 1,000, or so much thereof as may be necessary, is appropriated from the Illinois Underground Utility Facilities Damage Prevention Fund to the Illinois Commerce Commission for refunds.

ARTICLE 8

Section 1. "AN ACT concerning appropriations", Public Act 104-0003, approved June 16, 2025, is amended by changing Sections 185, 190, 195 and adding Section 285 of Article 78 as follows:

Sec. 185. The sum of $14,260,000, or so much thereof as may be necessary, is appropriated from the Federal Energy Fund to the Environmental Protection Agency for costs associated with State Energy Programs as authorized by Title I of Division D in Section 40109 of the Infrastructure Investment and Jobs Act (IIJA), including prior years' costs.

Sec. 190. The sum of $2,596,400, or so much thereof as may be necessary, is appropriated from the Federal Energy Fund to the Environmental Protection Agency for costs associated with the Energy Revolving Loan Program as authorized by Title V of Division D in Section 40502 of the Infrastructure and Investment and Jobs Act (IIJA), including prior years' costs.

Sec. 195. The sum of $2,910,000, or so much thereof as may be necessary, is appropriated from the Federal Energy Fund to the Environmental Protection Agency for costs associated with the Energy Efficiency and Conservation Block Grant Program as authorized by Title V of Division D of the Infrastructure and Investment and Jobs Act (IIJA) in accordance with Section 544 of the Energy Independence and Security Act of 2007, including prior years' costs.

Sec. 285. The sum of $100,000, or so much thereof as may be necessary, is appropriated from the Carbon Sequestration Long-Term Trust Fund to the Environmental Protection Agency for costs associated with remedial and corrective action related to the operation of sequestration facilities.

ARTICLE 9

Section 1. "AN ACT concerning appropriations", Public Act 104-0003, approved June 16, 2025, is amended by changing Section 125 of Article 83 as follows:

Sec. 125. Section 1240. The amount of $7,500,000, or so much thereof as may be necessary, is appropriated from the Fund for Illinois' Future to the Illinois Criminal Justice Information Authority for a grant to Acclivus for costs associated with operating expenses.

ARTICLE 10

Section 1. "AN ACT concerning appropriations", Public Act 104-0003, approved June 16, 2025, is amended by adding Sections 1405, 1410, 1415, 1420, 1425, 1430, and 1435 and changing Sections 435, 1055, 1155, 1180, and 1395 and repealing Section 481 of Article 122 as follows:

Sec. 1405. The amount of $500,000, that was appropriated from the General Revenue Fund to the Department of Human Services for a grant to the City of Zion for costs associated with violence prevention programs, youth employment programs, and operational expenses in State fiscal year 2025, by Article 63, Section 1036 of Public Act 103-0589, as amended, or so much thereof as may be necessary and remains unexpended at the close of business on June 30, 2025, is hereby appropriated from the Fund for Illinois' Future to the Department of Commerce and Economic Opportunity for a grant to the City of Zion for costs associated with violence prevention programs, youth employment programs, and operational expenses.

Sec. 1410. The sum of $500,000, or so much thereof as may be necessary, is appropriated from the Fund for Illinois' Future to the Department of Human Services for a grant to Acclivus, Inc. for costs associated with operational expenses.

The sum of $7,140, 250,000, or so much thereof as may be necessary, and remains unexpended at the close of business on June 30, 2025, from a reappropriation made for such purpose in Article 70, Section 100 of Public Act 103-0589, as amended, is reappropriated from the Fund for Illinois' Future to the Department of Public Health for a grant to the Will County Health Department for costs associated with an overdose prevention program, including FDA-approved 8-milligram naloxone nasal spray doses, and associated operating expenses, including prior years' costs.

Sec. 1180. The sum of $1,321,181, 1,584,923, or so much thereof as may be necessary, and remains unexpended at the close of business on June 30, 2025, from a reappropriation made for such purpose in Article 70, Section 165 of Public Act 103-0589, as amended, is reappropriated from the Fund for Illinois' Future to the Department of Public Health for grants and administrative expenses for the distribution of PREP Medication Access, including prior years' costs.
