| 1 | | AN ACT concerning appropriations. |
| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly: |
| 4 | | ARTICLE 31
|
| 5 | | Section 5. The sum of $100,700,000, or so much thereof as |
| 6 | | may be necessary, is appropriated from the General Revenue |
| 7 | | Fund to the Office of the Attorney General to meet its |
| 8 | | operational expenses for the fiscal year ending June 30, 2027. |
| 9 | | Section 10. The sum of $11,000,000, or so much thereof as |
| 10 | | may be necessary, is appropriated from the General Revenue |
| 11 | | Fund to the Office of the Attorney General for payment of |
| 12 | | awards and grants under the Violent Crime Victims Assistance |
| 13 | | Act. |
| 14 | | Section 15. The sum of $5,000,000, or so much thereof as |
| 15 | | may be necessary, is appropriated from the General Revenue |
| 16 | | Fund to the Office of the Attorney General for disbursement to |
| 17 | | the Illinois Equal Justice Foundation for use as provided in |
| 18 | | the Illinois Equal Justice Act. |
| 19 | | Section 20. The sum of $2,500,000, or so much thereof as |
| 20 | | may be necessary, is appropriated from the General Revenue |

| 1 | | Fund to the Office of the Attorney General for ordinary and |
| 2 | | contingent expenses and operational programs of the Medicaid |
| 3 | | Fraud Control Unit. |
| 4 | | Section 25. The sum of $5,000,000, or so much thereof as |
| 5 | | may be necessary, is appropriated from the General Revenue |
| 6 | | Fund to the Office of the Attorney General for grants for |
| 7 | | organized retail crime enforcement. |
| 8 | | Section 30. The sum of $7,000,000, or so much thereof as |
| 9 | | may be necessary, is appropriated from the General Revenue |
| 10 | | fund to the Office of the Attorney General for ordinary and |
| 11 | | contingent expenses and operational programs of the Child |
| 12 | | Support Enforcement Division. |
| 13 | | Section 35. The sum of $1,400,000, or so much thereof as |
| 14 | | may be necessary, is appropriated from the Access to Justice |
| 15 | | Fund to the Office of the Attorney General for disbursement to |
| 16 | | the Illinois Equal Justice Foundation pursuant to the Access |
| 17 | | to Justice Act. |
| 18 | | Section 40. The sum of $1,150,000, or so much thereof as is |
| 19 | | available for use by the Attorney General, is appropriated to |
| 20 | | the Attorney General from the Illinois Gaming Law Enforcement |
| 21 | | Fund for State law enforcement purposes. |

| 1 | | Section 45. The sum of $350,000, or so much thereof as may |
| 2 | | be necessary, is appropriated to the Office of the Attorney |
| 3 | | General from the Domestic Violence Fund pursuant to Public Act |
| 4 | | 95-711 for grants to public or private nonprofit agencies for |
| 5 | | the purposes of facilitating or providing free domestic |
| 6 | | violence legal advocacy, assistance, or services to victims of |
| 7 | | domestic violence who are married or formerly married or |
| 8 | | parties or former parties to a civil union related to order of |
| 9 | | protection proceedings, or other proceedings for civil |
| 10 | | remedies for domestic violence. |
| 11 | | Section 50. The sum of $2,500,000, or so much thereof as |
| 12 | | may be necessary, is appropriated from the Attorney General |
| 13 | | Tobacco Fund to the Office of the Attorney General for the |
| 14 | | oversight, enforcement, and implementation of the Master |
| 15 | | Settlement Agreement entered in the case of People of the |
| 16 | | State of Illinois v. Philip Morris, et al (Circuit Court of |
| 17 | | Cook County, No. 96L13146), for the administration and |
| 18 | | enforcement of the Tobacco Product Manufacturers' Escrow Act, |
| 19 | | for the handling of tobacco-related litigation, and for other |
| 20 | | law enforcement activities of the Attorney General. |
| 21 | | Section 55. The sum of $11,850,000, or so much thereof as |
| 22 | | may be necessary, is appropriated from the Attorney General |
| 23 | | Court Ordered and Voluntary Compliance Payment Projects Fund |
| 24 | | to the Office of the Attorney General for use in the |

| 1 | | performance of any function pertaining to the exercise of the |
| 2 | | duties of the Attorney General, including State law |
| 3 | | enforcement and public education. |
| 4 | | Section 60. The sum of $4,500,000, or so much thereof as |
| 5 | | may be necessary, is appropriated from the Illinois Charity |
| 6 | | Bureau Fund to the Office of the Attorney General to enforce |
| 7 | | the provisions of the Solicitation for Charity Act and to |
| 8 | | gather and disseminate information about charitable trustees |
| 9 | | and organizations to the public. |
| 10 | | Section 65. The sum of $7,000,000, or so much thereof as |
| 11 | | may be necessary, is appropriated from the Attorney General |
| 12 | | Whistleblower Reward and Protection Fund to the Office of the |
| 13 | | Attorney General for ordinary and contingent expenses, |
| 14 | | including State law enforcement purposes. |
| 15 | | Section 70. The sum of $15,540,000, or so much thereof as |
| 16 | | may be necessary, is appropriated from the Attorney General's |
| 17 | | State Projects and Court Ordered Distribution Fund to the |
| 18 | | Attorney General for use in the performance of any function |
| 19 | | pertaining to the exercise of the duties of the Attorney |
| 20 | | General, including State law enforcement and public education. |
| 21 | | Section 75. The sum of $1,600,000, or so much thereof as |
| 22 | | may be necessary, is appropriated from the Cannabis |

| 1 | | Expungement Fund to the Office of the Attorney General for |
| 2 | | disbursement to the Illinois Equal Justice Foundation for use |
| 3 | | as provided in the Cannabis Regulation and Tax Act. |
| 4 | | Section 80. The sum of $6,000,000, or so much thereof as |
| 5 | | may be necessary, is appropriated from the Violent Crime |
| 6 | | Victims Assistance Fund to the Office of the Attorney General |
| 7 | | for the payment of awards and grants under the Violent Crime |
| 8 | | Victims Assistance Act. |
| 9 | | Section 85. The sum of $350,000, or so much thereof as may |
| 10 | | be necessary, is appropriated from the Violent Crime Victims |
| 11 | | Assistance Fund to the Office of the Attorney General for |
| 12 | | grants to public or private nonprofit agencies for the |
| 13 | | purposes of facilitating or providing free domestic violence |
| 14 | | legal advocacy, assistance, or services to victims of domestic |
| 15 | | violence who are married or formerly married, or who are |
| 16 | | parties or former parties to a civil union, related to an order |
| 17 | | of protection proceeding or other proceeding for civil |
| 18 | | remedies for domestic violence. |
| 19 | | Section 90. The sum of $175,000, or so much thereof as may |
| 20 | | be necessary, is appropriated from the Attorney General Sex |
| 21 | | Offender Awareness, Training, and Education Fund to the Office |
| 22 | | of the Attorney General to administer the I-SORT program and |
| 23 | | to alert and educate the public, victims, and witnesses of |
|

| 1 | | their rights under various victim notification laws, and for |
| 2 | | training law enforcement agencies, State's Attorneys, and |
| 3 | | medical providers regarding their legal duties concerning the |
| 4 | | prosecution and investigation of sex offenses. |
| 5 | | Section 95. The sum of $11,000,000, or so much thereof as |
| 6 | | may be necessary, is appropriated from the Attorney General |
| 7 | | Federal Grant Fund to the Office of the Attorney General for |
| 8 | | funding for federal grants. |
| 9 | | ARTICLE 999 |
| 10 | | Section 999. Effective date. This Act takes effect July 1, |
| 11 | | 2026. |
