SYNOPSIS AS INTRODUCED:
 


    Makes appropriations for the ordinary and contingent expenses of the Department of Human Services for the fiscal year beginning July 1, 2026, as follows:

1    AN ACT concerning appropriations.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:

ARTICLE 1

5    Section 5. The sum of $997,138,600, or so much thereof as
6may be necessary, is appropriated from the General Revenue
7Fund to the Department of Human Services for ordinary and
8contingent expenses of the department, permanent improvements
9and for student, member or inmate compensation expenses of the
10department for the fiscal year ending June 30, 2027.
 
11    Section 10. The amount of $15,260,500, or so much thereof
12as may be necessary, is appropriated from the General Revenue
13Fund to the Department of Human Services for ordinary and
14contingent expenses associated with the Office of the
15Inspector General.
 
16    The Department, with the consent in writing from the
17Governor, may reapportion not more than 1 percent of the total
18appropriation of General Revenue Funds in Section 5 to Section
1910 above among the various purposes therein enumerated.
 
20    Section 15. The sum of $20,000,000, or so much thereof as

1may be necessary, is appropriated from the State Facility
2Repair and Maintenance Fund to the Department of Human
3Services for repairs, maintenance, and other permanent
4improvements.
 
5    Section 17. No contract shall be entered into or
6obligation incurred or any expenditure made for any
7appropriation herein made in Section 15 of this Article until
8after the purpose and amounts have been approved in writing by
9the Governor.
 
10    Section 20. The following named sums, or so much thereof
11as may be necessary. Respectively, for the object and purposes
