SYNOPSIS AS INTRODUCED:

Makes appropriations for the ordinary and contingent expenses of the Department of Insurance for the fiscal year beginning July 1, 2026, as follows:

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

ARTICLE 1

Section 5. The following named amounts, or so much thereof as may be necessary, respectively, for the objects and purposes hereinafter named, are appropriated from the Insurance Producer Administration Fund to the Department of Insurance:

Section 10. The sum of $5,500,000, or so much thereof as may be necessary, is appropriated from the Insurance Producer Administration Fund to the Department of Insurance for costs and expenses related to or in support of the agency's operations.

Section 20. The sum of $8,750,000, or so much thereof as may be necessary, is appropriated from the Insurance Financial Regulation Fund to the Department of Insurance for costs and expenses related to or in support of the agency's operations.

Section 25. The sum of $1,200,000, or so much thereof as may be necessary, is appropriated from the Insurance Financial Regulation Fund to the Department of Insurance for costs associated with the establishment, administration and operations of the Workers' Compensation Fraud Unit Information Technology System.

Section 30. The following named amounts, or so much thereof as may be necessary, respectively, for the objects and purposes hereinafter named, are appropriated from the Public Pension Regulation Fund to the Department of Insurance:

Section 35. The sum of $2,000,000, or so much thereof as may be necessary, is appropriated from the Public Pension Regulation Fund to the Department of Insurance for costs and expenses related to or in support of the agency's operations.

Section 40. The sum of $3,200,000, or so much thereof as may be necessary, is appropriated from the Illinois Workers' Compensation Commission Operations Fund to the Department of Insurance for costs associated with the administration and operations of the Insurance Fraud Division of the Illinois Workers' Compensation Commission's Anti-Fraud Program.

Section 45. The sum of $2,000,000, or so much thereof as may be necessary, is appropriated from the Parity Advancement Fund to the Department of Insurance for costs and expenses related to or in support of parity compliance advocacy, consumer education, and any other initiatives that support parity implementation and enforcement on behalf of consumers.

Section 50. The sum of $72,345,000, or so much thereof as may be necessary, is appropriated from the Illinois Health Benefits Exchange Fund to the Department of Insurance for costs associated with implementation of the Illinois Health Benefits Exchange.

Section 55. The sum of $375,000, or so much thereof as may be necessary, is appropriated from the Insurance Producer Administration Fund to the Department of Insurance for ordinary and contingent expenses related to or in support of the Division of Healthcare Access.

Section 60. The sum of $375,000, or so much thereof as may be necessary, is appropriated from the Insurance Producer Administration Fund to the Department of Insurance for costs associated with the administration and operations of the Health Care Protection Act.

Section 65. The sum of $2,917,000, or so much thereof as may be necessary, is appropriated from the Insurance Producer Administration Fund to the Department of Insurance for costs associated with administration and operations related to regulation of the business of title insurance under the Title Insurance Act and any successor legislation.

Section 70. The sum of $4,110,000, or so much thereof as may be necessary, is appropriated from the Prescription Drug Affordability Fund to the Department of Insurance for costs, including refunds, associated with the administration and operations of the Prescription Drug Affordability Act.

Section 99. Effective date. This Act takes effect July 1, 2026.
