SYNOPSIS AS INTRODUCED:

Makes appropriations for the ordinary and contingent expenses of the Illinois State Police for the fiscal year beginning July 1, 2026, as follows:

Other State Funds $460,651,300
Federal Funds $60,000,000
Total $998,359,500

AN ACT concerning appropriations.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

ARTICLE 1

Section 5. The following named amounts, or so much thereof as may be necessary, respectively, are appropriated to the Illinois State Police for the following purposes:

DIVISION OF JUSTICE SERVICES Payable from General Revenue Fund: For Payment of Tort Claims...........................50,000 For Refunds...........................................2,000

Total $52,000 Payable from the State Police Vehicle Fund: For purchase of vehicles and accessories,

including prior years' costs....................30,000,000

Section 10. The sum of $4,000,000, or so much thereof as may be necessary, is appropriated from the State Asset Forfeiture Fund to the Illinois State Police for payment of their expenditures as outlined in the Drug Asset Forfeiture Procedure Act, the Cannabis Control Act, and the Illinois Controlled Substances Act.

Section 15. The sum of $2,500,000, or so much thereof as may be necessary, is appropriated from the Federal Asset Forfeiture Fund to the Illinois State Police for payment of their expenditures in accordance with the Federal Equitable Sharing Guidelines.

Section 20. The following named amounts, or so much thereof as may be necessary, respectively, are appropriated to the Illinois State Police for the following purposes:

Section 25. The sum of $26,550,000, or so much thereof as may be necessary, is appropriated from the State Police Operations Assistance Fund to the Illinois State Police for the ordinary and contingent expenses incurred by the Illinois State Police.

Section 30. The sum of $25,000,000, or so much thereof as may be necessary, is appropriated from the State Police Operations Assistance Fund to the Illinois State Police for the ordinary and contingent expenses of state funded program expenses.

Section 35. The sum of $28,550,000, or so much thereof as may be necessary, is appropriated from the State Police Law Enforcement Administration Fund to the Illinois State Police, Division of Operations, for all costs associated with a cadet program for the Illinois State Police.

Section 40. The sum of $25,000,000, or so much thereof as may be necessary, is appropriated from the Illinois State Police Federal Projects Fund to the Illinois State Police for costs related to federal awards and grants, including prior years' costs.

Section 45. The sum of $35,000,000, or so much thereof as may be necessary, is appropriated from the Illinois State Police Federal Projects Fund to the Illinois State Police for costs related to the Motor Carrier Safety Assistance Program.

Section 50. The following named amounts, or so much thereof as may be necessary, respectively, are appropriated to the Illinois State Police for the following purposes:

DIVISION OF FORENSIC SERVICES AND IDENTIFICATION Payable from the General Revenue Fund: For Administration of a Statewide Sexual

Assault Evidence Collection Program.................55,300 For Operational Expenses Related to the

Combined DNA Index System........................2,142,100

Total $2,197,400 Payable from the State Crime Laboratory Fund: For Administration and Operation

of State Crime Laboratories.....................15,000,000

Section 55. The sum of $2,250,000, or so much thereof as may be necessary, is appropriated from the Mental Health Reporting Fund to the Illinois State Police, Division of Forensic Services and Identification, for expenses as outlined in the Firearm Concealed Carry Act and the Firearm Owners Identification Card Act.

Section 60. The sum of $31,500,000, or so much thereof as may be necessary, is appropriated from the State Police Firearm Services Fund to the Illinois State Police for expenses as outlined in the Firearm Concealed Carry Act and the Firearm Owners Identification Card Act.

Section 65. The sum of $230,000,000, or so much thereof as may be necessary, is appropriated from the Statewide 9-1-1 Fund to the Illinois State Police, Division of Justice Services, for costs pursuant to the Emergency Telephone System Act.

Section 70. The sum of $1,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois State Police, for the ordinary and contingent expenses of the Safe2Help Program.

Section 75. The sum of $4,000,000, or so much thereof as may be necessary, is appropriated from the State Facility Repair and Maintenance Fund to the Department of Illinois State Police for repairs, maintenance, and other permanent improvements.

Section 80. No contract shall be entered into or obligation incurred or any expenditure made from any appropriation herein made in Section 75 of this Article until after the purpose and amounts have been approved in writing by the Governor.

Section 99. Effective date. This Act takes effect July 1, 2026.
