SYNOPSIS AS INTRODUCED:

Makes appropriations for the ordinary and contingent expenses of the Illinois State Board of Education for the fiscal year beginning July 1, 2026, as follows:

AN ACT concerning appropriations.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

ARTICLE 1

Section 5. The amount of $30,790,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois State Board of Education to meet its operational expenses for the fiscal year beginning July 1, 2026.

Section 10. The following amounts, or so much thereof as may be necessary, are appropriated to the Illinois State Board of Education for Evidence-Based Funding, provided for in Section 18-8.15 of the School Code: Payable from the Education Assistance Fund........721,589,400 Payable from the Common School Fund.............3,213,015,600 Payable from the General Revenue Fund...........4,091,497,600 Payable from the Fund for the Advancement

Section 30. The amount of $40,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois State Board of Education for stateside student assessments, including the English Language Proficiency assessment and the Kindergarten Individual Development Survey (KIDS), and for reporting, accountability activities, and related support; and for statewide academic recognition programs, including the Illinois Blue Ribbon Schools Program.

Section 35. The amount of $615,100, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois State Board of Education for all costs associated with Educator Misconduct Hearings and Investigations.

Section 40. The amount of $500,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois State Board of Education for all costs authorized by the Educator Licensure Article of the School Code, including refunds.

Section 45. The amount of $1,500,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois State Board of Education for all costs associated with the Computer Science Equity Program.

Section 50. The amount of $2,347,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois State Board of Education for deposit into The Imagination Library of Illinois Fund for grants associated with the Imagination Library of Illinois Grant Program.

Section 55. The amount of $15,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois State Board of Education for grants, contracts, and administrative expenses for costs associated with the Teacher Vacancy Pilot Program.

Section 60. The amount of $1,500,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois State Board of Education for grants, contracts, and administrative expenses associated with implementation of the Illinois Comprehensive Literacy Plan and the Illinois Comphrensive Numeracy Plan.

Section 65. The amount of $200,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois State Board of Education for all costs related to development of an alternative low-income population count for Evidence-Based Funding calculations in response to Public Law 119-21.

Section 70. The amount of $3,500,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois State Board of Education for all costs associated with the Social-Emotional Learning Hubs and the Resilience Education to Advance Community Healing program, including continued development and expansion of Resilience-Supportive Schools Illinois, at the approximate costs below: For a grant to the Ann and Robert H. ARTICLE 2

Section 5. The amount of $7,500,000, or so much thereof as may be necessary, is appropriated from the Teacher Certificate Fee Revolving Fund to the Illinois State Board of Education for all costs authorized by the Educator Licensure Article of the School Code, including refunds.

Section 10. The amount of $10,000,000, or so much of that amount as may be necessary, is appropriated from the State Board of Education Special Purpose Trust Fund to the Illinois State Board of Education for expenditures by the Board in accordance with grants, gifts, royalty payments, or donations that the Board has received or may receive from any source, public or private, in support of projects that are within the lawful powers of the Board, including refunds.

Section 15. The amount of $10,000,000, or so much of that amount as may be necessary, is appropriated from the State Board of Education Special Purpose Trust Fund to the Illinois State Board of Education for its ordinary and contingent expenses.

Section 20. The amount of $1,000,000, or so much thereof as may be necessary, is appropriated from the School District Emergency Financial Assistance Fund for use by the Illinois State Board of Education as provided in Section 1B-8 of the School Code.

Section 25. The amount of $2,208,900, or so much thereof as may be necessary, is appropriated from the ISBE Teacher Certificate Institute Fund to the Illinois State Board of Education for costs authorized by the School Code, including refunds.

Section 30. The amount of $200,000, or so much of that amount as may be necessary, is appropriated from the After-School Rescue Fund to the Illinois State Board of Education for its ordinary and contingent expenses.

Section 35. The amount of $600,000, or so much thereof as may be necessary, is appropriated from the School Infrastructure Fund to the Illinois State Board of Education for its ordinary and contingent expenses.

Section 40. The amount of $1,000,000, or so much thereof as may be necessary, is appropriated from the Temporary Relocation Expenses Revolving Grant Fund for use by the Illinois State Board of Education as provided in Section 2-3.77 of the School Code.

Section 45. The amount of $1,050,000, or so much thereof as may be necessary, is appropriated from the State Board of Education Special Purpose Trust Fund to the Illinois State Board of Education for all costs associated with its Charter School Department, per 105 ILCS 5/27A-7.5.

Section 50. The amount of $14,000,000, or so much thereof as may be necessary, is appropriated from the Personal Property Tax Replacement Fund to the Illinois State Board of Education for the fiscal year beginning July 1, 2026, for Regional Superintendents' and Assistants' Compensation and Related Benefits.

Section 55. The following amounts, or so much thereof as may be necessary, are appropriated from the Personal Property Tax Replacement Fund to the Illinois State Board of Education for the fiscal year beginning July 1, 2026: For Bus Driver Training.............................150,000 For Regional Superintendents' Services...........18,970,000

Section 65. The amount of $1,850,000, or so much thereof as may be necessary, is appropriated from the State Board of Education Special Purpose Trust Fund to the Illinois State Board of Education for Grant Accountability and Transparency Act and Budgeting for Results Initiatives.

Section 70. The amount of $3,347,000, or so much thereof as may be necessary, is appropriated from the Imagination Library of Illinois Fund to the Illinois State Board of Education for a grant to the Dolly Parton's Imagination Library of Illinois Foundation for all costs associated with the Imagination Library of Illinois Grant Program.

Section 5. The amount of $19,904,700, or so much of that amount as may be necessary, is appropriated from the SBE Federal Department of Agriculture Fund to the Illinois State Board of Education for its ordinary and contingent expenses.

Section 10. The amount of $2,900,000, or so much of that amount as may be necessary, is appropriated from the SBE Federal Agency Services Fund to the Illinois State Board of Education for its ordinary and contingent expenses.

Section 15. The amount of $50,869,800, or so much of that amount as may be necessary, is appropriated from the SBE Federal Department of Education Fund to the Illinois State Board of Education for its ordinary and contingent expenses.
