    Makes appropriations for the ordinary and contingent expenses of the Illinois Emergency Management Agency and Office of Homeland Security for the fiscal year beginning July 1, 2026, as follows:

1    AN ACT concerning appropriations.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:

ARTICLE 1

5    Section 5. The following named amounts, or so much thereof
6as may be necessary, are appropriated to the Illinois
7Emergency Management Agency and Office of Homeland Security
8for the objects and purposes hereinafter named:

14Emergency Management Agency and Office of Homeland Security
15for costs and expenses associated with operational expenses.
 
16    Section 15. The sum of $114,000, or so much thereof as may
17be necessary, is appropriated from the Radiation Protection
18Fund to the Illinois Emergency Management Agency and Office of
19Homeland Security for the ordinary and contingent expenses
20incurred by the Agency.
 
21    Section 20. The sum of $500,000,000, or so much thereof as
22may be necessary, is appropriated from the Disaster Response
23and Recovery Fund to the Illinois Emergency Management Agency

1and Office of Homeland Security for expenses associated with
2disaster response and recovery, including prior years' costs.
 
3    Section 25. The sum of $125,500, or so much thereof as may
4be necessary, is appropriated from the Nuclear Safety
5Emergency Preparedness Fund to the Illinois Emergency
6Management Agency and Office of Homeland Security for the
7ordinary and contingent expenses incurred by the Agency.
 
8    Section 30. In addition to other amounts appropriated, the
9amount of $16,165,900, or so much thereof as may be necessary,
10is appropriated from the Nuclear Safety Emergency Preparedness
11Fund to the Illinois Emergency Management Agency and Office of
12Homeland Security for costs and expenses associated with
13operational expenses.
 
14    Section 35. The following named amounts, or so much
15thereof as may be necessary, are appropriated to the Illinois

13Fund to the Illinois Emergency Management Agency and Office of
14Homeland Security for all costs associated with the Illinois
15Civilian Cyber Auxiliary.
 
16    Section 45. The amount of $1,500,000, or so much thereof
17as may be necessary, is appropriated from the IEMA State
18Projects Fund to the Illinois Emergency Management Agency and
19Office of Homeland Security for the purposes of conducting a
20Mississippi Water Commission Southwest Illinois Levee Systems
21Study.
 
22    Section 50. The amount of $100,000, or so much thereof as
23may be necessary, is appropriated from the Emergency Planning

1and Training Fund to the Illinois Emergency Management Agency
2and Office of Homeland Security for costs associated with the
3Safety and Aid for the Environment in Carbon Capture and
4Sequestration Act (SAFE CCS).
 
5    Section 55. The amount of $2,000,000, or so much thereof
6as may be necessary, is appropriated from the IEMA State
7Projects Fund to the Illinois Emergency Management Agency and
8Office of Homeland Security for the purposes of planning and
9developing a statewide emergency broadcast system.
 
10    Section 60. The amount of $6,500,000, or so much thereof
11as may be necessary, is appropriated from the Nuclear Safety
12Emergency Preparedness Fund to the Illinois Emergency
13Management Agency and Office of Homeland Security for all
14costs associated with remote monitoring systems and to replace
15aging lab and field equipment.
 
16    Section 65. The following named amounts, or so much
17thereof as may be necessary, respectively, are appropriated to
18the Illinois Emergency Management Agency and Office of
19Homeland Security for the objects and purposes hereinafter

2    Section 70. The sum of $525,000, or so much thereof as may
3be necessary, is appropriated from the Radiation Protection
4Fund to the Illinois Emergency Management Agency and Office of
5Homeland Security for licensing facilities where radioactive
6uranium and thorium mill tailings are generated or located,
7and related costs for regulating the decontamination and
8decommissioning of such facilities and for identification,
9decontamination, and environmental monitoring of unlicensed
10properties contaminated with such radioactive mill tailings.
 
11    Section 75. The sum of $60,000, or so much thereof as may
12be necessary, is appropriated from the Radiation Protection
13Fund to the Illinois Emergency Management Agency and Office of
14Homeland Security for all expenses related to solid hazardous
15waste remediation, including prior years' costs, at the Ottawa
16Radiation Areas Superfund site in LaSalle County, Illinois.
 
17    Section 80. The sum of $100,000, or so much thereof as may
18be necessary, is appropriated from the Radiation Protection
19Fund to the Illinois Emergency Management Agency and Office of
20Homeland Security for recovery and remediation of radioactive
21materials and contaminated facilities or properties when such
22expenses cannot be paid by a responsible person or an
23available surety.

1    Section 85. The amount of $1,250,000, or so much thereof
2as may be necessary, is appropriated from the Indoor Radon
3Mitigation Fund to the Illinois Emergency Management Agency
4and Office of Homeland Security for expenses relating to the
5federally funded State Indoor Radon Abatement Program,
6including prior years' costs.
 
7    Section 90. The amount of $63,000, or so much thereof as
8may be necessary, is appropriated from the Nuclear Safety
9Emergency Preparedness Fund to the Illinois Emergency
10Management Agency and Office of Homeland Security for related
11training and travel expenses and to reimburse the Illinois
12State Police and the Illinois Commerce Commission for costs
13incurred for activities related to inspecting and escorting
14shipments of spent nuclear fuel, high-level radioactive waste,
15and transuranic waste in Illinois as provided under the rules
16of the Agency.
 
17    Section 95. The sum of $275,000, or so much thereof as may
18be necessary, is appropriated from the Sheffield February 1982
19Agreed Order Fund to the Illinois Emergency Management Agency
20and Office of Homeland Security for the care, maintenance,
21monitoring, testing, remediation, and insurance of the
22low-level radioactive waste disposal site near Sheffield,
23Illinois.

1    Section 100. The sum of $1,500,000, or so much thereof as
2may be necessary, is appropriated from the Nuclear Safety
3Emergency Preparedness Fund to the Illinois Emergency
4Management Agency and Office of Homeland Security for
5compensation to local governments for expenses attributable to
6implementation and maintenance of plans and programs
7authorized by Section 4 of the Nuclear Safety Preparedness
8Act.
 
9    Section 105. The sum of $650,000, or so much thereof as may
10be necessary, is appropriated from the Low-Level Radioactive
11Waste Facility Operation Fund to the Illinois Emergency
12Management Agency and Office of Homeland Security for use in
13accordance with Section 14 of the Illinois Low-Level
14Radioactive Waste Management Act for costs related to
15establishing a low-level radioactive waste disposal facility.
 
16    Section 110. The following named amounts, or so much
17thereof as may be necessary, are appropriated to the Illinois
18Emergency Management Agency and Office of Homeland Security
19for the objects and purposes hereinafter named:

9Homeland Security for all costs associated with homeland
10security and emergency preparedness and response, including
11grants and operational expenses.
 
12    Section 120. The amount of $500,000, or so much thereof as
13may be necessary, is appropriated from the General Revenue
14Fund to the Illinois Emergency Management Agency and Office of
15Homeland Security for all costs and expenses related to the
16Office of Homeland Security.
 
17    Section 125. The amount of $126,000, or so much thereof as
18may be necessary, is appropriated from the Emergency Planning
19and Training Fund to the Illinois Emergency Management Agency
20and Office of Homeland Security for activities as a result of
21the Illinois Emergency Planning and Community Right To Know
22Act.

1    Section 130. The amount of $600,000,000, or so much
2thereof as may be necessary, is appropriated from the Federal
3Aid Disaster Fund to the Illinois Emergency Management Agency
4and Office of Homeland Security for State administration of
5the Federal Disaster Public Assistance Program, including
6prior years' costs.
 
7    Section 135. The amount of $252,000,000, or so much
8thereof as may be necessary, is appropriated from the Federal
9Aid Disaster Fund to the Illinois Emergency Management Agency
10and Office of Homeland Security for all costs related to
11federal disaster mitigation programs, flood mitigation
12assistance, and disaster case management, including prior
13years' costs.
 
14    Section 140. The amount of $2,732,400, or so much thereof
15as may be necessary, is appropriated from the Federal Civil
16Preparedness Administrative Fund to the Illinois Emergency
17Management Agency and Office of Homeland Security for
18hazardous material emergency preparedness, including prior
19years' costs.
 
20    Section 145. The amount of $500,000, or so much thereof as
21may be necessary, is appropriated from the September 11th Fund
22to the Illinois Emergency Management Agency and Office of
23Homeland Security for grants, contracts, and administrative

1expenses pursuant to Section 3-660 of the Illinois Vehicle
2Code, including prior years' costs.
 
3    Section 150. The amount of $43,000,000, or so much thereof
4as may be necessary, is appropriated from the IEMA State
5Projects Fund to the Illinois Emergency Management Agency and
6Office of Homeland Security for grants and operational
7expenses associated with the administration of the Illinois'
8Not-for-Profit Security Grant Program, pursuant to subsection
9(g-5) of Section 5 of the Illinois Emergency Management Agency
10Act.
 
11    Section 155. The amount of $22,035,400, or so much thereof
12as may be necessary, is appropriated from the Homeland
13Security Emergency Preparedness Trust Fund to the Illinois
14Emergency Management Agency and Office of Homeland Security
15for expenses related to the federally funded Emergency
16Preparedness Grant Program, including prior years' costs.
 
17    Section 160. The amount of $75,017,000, or so much thereof
18as may be necessary, is appropriated from the Homeland
19Security Emergency Preparedness Trust Fund to the Illinois
20Emergency Management Agency and Office of Homeland Security
21for expenses related to Terrorism Preparedness and Training,
22including prior years' costs.

1    Section 165. The amount of $300,000,000, or so much
2thereof as may be necessary, is appropriated from the Homeland
3Security Emergency Preparedness Trust Fund to the Illinois
4Emergency Management Agency and Office of Homeland Security
5for expenses related to administrative and preparedness
6activities in the Chicago Urban Area, including prior years'
7costs.
 
8    Section 175. The sum of $2,000,000, or so much thereof as
9may be necessary, is appropriated from the General Revenue
10Fund to the Illinois Emergency Management Agency and Office of
11Homeland Security for deposit into the IEMA State Projects
12Fund for grants and operational expenses associated with the
13administration of the Illinois' Not-for-Profit Security Grant
14Program, pursuant to subsection (g-5) of Section 5 of the
15Illinois Emergency Management Agency Act.

ARTICLE 2

17    Section 5. The sum of $46,376,623 or so much thereof as may
18be necessary and remains unexpended at the close of business
19on June 30, 2026, less $10,000,000 to be lapsed, from a
20reappropriation heretofore made for such purpose in Article
21123, Section 265 of Public Act 104-0003, as amended, is
22reappropriated from the State Coronavirus Urgent Remediation
23Emergency Fund to the Illinois Emergency Management Agency and

1Office of Homeland Security for any costs eligible for payment
2from Coronavirus State Fiscal Recovery Fund moneys in
3accordance with the American Rescue Plan Act and related
4federal guidance, or from any other federal fund pursuant to
5any other provision of federal law, including but not limited
6to, costs related to the COVID-19 pandemic response, including
7purchases of protective personal equipment, state agency
8health and safety measures, costs associated with care sites,
9and other emergency response costs, including prior years'
10costs, current and prior year operational expenses, awards,
11and grants of the Illinois Emergency Management Agency and
12Office of Homeland Security and other State agencies for the
13support of programs and services that assist people and
14entities impacted by the COVID-19 pandemic and the State's
15emergency response to the pandemic.
 
16    Section 10. The sum of $10,000,000, or so much thereof as
17may be necessary, is appropriated from the State Coronavirus
18Urgent Remediation Emergency Fund to the Illinois Emergency
19Management Agency and Office of Homeland Security for deposit
20into the Disaster Response and Recovery Fund for expenses
21associated with disaster response and recovery, including
22prior years' costs.
 
23    Section 15. No contract shall be entered into or
24obligation incurred or any expenditure made from an

1appropriation herein made in Section 10 For Deposit into the
2Disaster Response and Recovery Fund of this Article until
3after the purpose and the amount of such expenditure has been
4approved in writing by the Governor.
 
5    Section 999. Effective date. This Act takes effect July 1,
62026.
