| 1 | SENATE RESOLUTION | ||||||
| 2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
| 3 | to learn of the death of Jacqueline Jean "J.J." Frank of | ||||||
| 4 | Peoria, who passed away on October 28, 2025; and | ||||||
| 5 | WHEREAS, J.J. Frank was born to Richard Schonfeld Frank | ||||||
| 6 | and Martha Topping Frank in Peoria on August 6, 1952; she | ||||||
| 7 | attended Hines Grade School and graduated from Richwoods High | ||||||
| 8 | School; she received a bachelor's degree in physical education | ||||||
| 9 | from Northern Illinois University in 1974, and she later | ||||||
| 10 | obtained an associate's degree in nursing from Illinois | ||||||
| 11 | Central College in 1997; and | ||||||
| 12 | WHEREAS, J.J. Frank worked for the American Red Cross for | ||||||
| 13 | many years, leading disaster relief efforts as director of | ||||||
| 14 | safety services in Kankakee before serving as executive | ||||||
| 15 | director in Flint, Michigan, and Sioux Falls, South Dakota; | ||||||
| 16 | after returning to Peoria, she continued caring for others as | ||||||
| 17 | a registered nurse at Carle Health Methodist Hospital, Youth | ||||||
| 18 | Farm Inc., and the Children's Home Association of Illinois; | ||||||
| 19 | she also shared her expertise as an instructor at Illinois | ||||||
| 20 | Central College's School of Nursing; and | ||||||
| 21 | WHEREAS, J.J. Frank was a member of St. Paul's Episcopal | ||||||
| 22 | Church, where she volunteered for the church pantry | ||||||

| 1 | fundraising sale and completed the Education for Ministry | ||||||
| 2 | program; she served as a volunteer for the American Red Cross | ||||||
| 3 | for more than 50 years, and she was also active with the YWCA | ||||||
| 4 | and Girl Scouts of America; and | ||||||
| 5 | WHEREAS, J.J. Frank loved her family, and she cared deeply | ||||||
| 6 | for animals; she was known for celebrating every occasion with | ||||||
| 7 | enthusiasm and flair, turning any holiday gathering into a | ||||||
| 8 | costume party with her collection of festive hats and | ||||||
| 9 | headwear; and | ||||||
| 10 | WHEREAS, J.J. Frank approached everything she did with | ||||||
| 11 | empathy and a steadfast desire to make her corner of the world | ||||||
| 12 | better; she will be remembered for her kindness, loyalty, and | ||||||
| 13 | adventurous spirit; and | ||||||
| 14 | WHEREAS, J.J. Frank is survived by her sisters, Kathy | ||||||
| 15 | (Robert) Hand and Connie Frank; three nieces; three | ||||||
| 16 | grandnephews; and one grandniece; therefore, be it | ||||||
| 17 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL | ||||||
| 18 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
| 19 | Jacqueline Jean "J.J." Frank and extend our sincere | ||||||
| 20 | condolences to her family, friends, and all who knew and loved | ||||||
| 21 | her; and be it further | ||||||

| 2 | presented to the family of J.J. Frank as an expression of our | ||||||
