SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Jacqueline Jean "J.J." Frank of
4Peoria, who passed away on October 28, 2025; and
 
5    WHEREAS, J.J. Frank was born to Richard Schonfeld Frank
6and Martha Topping Frank in Peoria on August 6, 1952; she
7attended Hines Grade School and graduated from Richwoods High
8School; she received a bachelor's degree in physical education
9from Northern Illinois University in 1974, and she later
10obtained an associate's degree in nursing from Illinois
11Central College in 1997; and
 
12    WHEREAS, J.J. Frank worked for the American Red Cross for
13many years, leading disaster relief efforts as director of
14safety services in Kankakee before serving as executive
15director in Flint, Michigan, and Sioux Falls, South Dakota;
16after returning to Peoria, she continued caring for others as
17a registered nurse at Carle Health Methodist Hospital, Youth
18Farm Inc., and the Children's Home Association of Illinois;
19she also shared her expertise as an instructor at Illinois
20Central College's School of Nursing; and
 
21    WHEREAS, J.J. Frank was a member of St. Paul's Episcopal
22Church, where she volunteered for the church pantry

1fundraising sale and completed the Education for Ministry
2program; she served as a volunteer for the American Red Cross
3for more than 50 years, and she was also active with the YWCA
4and Girl Scouts of America; and
 
5    WHEREAS, J.J. Frank loved her family, and she cared deeply
6for animals; she was known for celebrating every occasion with
7enthusiasm and flair, turning any holiday gathering into a
8costume party with her collection of festive hats and
9headwear; and
 
10    WHEREAS, J.J. Frank approached everything she did with
11empathy and a steadfast desire to make her corner of the world
12better; she will be remembered for her kindness, loyalty, and
13adventurous spirit; and
 
14    WHEREAS, J.J. Frank is survived by her sisters, Kathy
15(Robert) Hand and Connie Frank; three nieces; three
16grandnephews; and one grandniece; therefore, be it
 
17    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
18ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
19Jacqueline Jean "J.J." Frank and extend our sincere
20condolences to her family, friends, and all who knew and loved
21her; and be it further
