SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Leo Cecil Thompson Jr. of Springfield,
4who passed away on November 21, 2025; and
 
5    WHEREAS, Leo Thompson was born to Leo C. Thompson Sr.,
6Freeman U. Fraizer, and Ora Thompson on April 14, 1956; as a
7child, he joined Pleasant Grove Baptist Church, attending
8faithfully alongside his mother and siblings; he graduated
9from Southeast High School, where he excelled in the classroom
10and on the field, participating in track and field, baseball,
11and basketball; he married his partner of 44 years, Rosetta
12Bowen, on March 26, 2015; and
 
13    WHEREAS, Leo Thompson dedicated 35 years of service to the
14Illinois Department of Revenue, retiring in 2008; over the
15course of his career, he earned the respect and admiration of
16colleagues who knew him for his steady work ethic; and
 
17    WHEREAS, Leo Thompson was a proud founding member of
18Capitol Cruisers MC, where he loved spending time with his
19friends; and
 
20    WHEREAS, Leo Thompson possessed a love of sports that
21blossomed into lifelong passions, and his interests later

1extended to gardening, hunting, and music; and
 
2    WHEREAS, Leo Thompson's greatest pride was his family
3above all, and he will be remembered as a devoted husband, a
4loving father, and a proud grandfather; and
 
5    WHEREAS, Leo Thompson was preceded in death by his
6parents; his daughter, Helynda L. Thompson; his brothers,
7Michael E. Thompson and Bernard Bowen; and his special cousin,
8John Mabry; and
 
9    WHEREAS, Leo Thompson is survived by his wife, Rosetta
10Bowen Thompson; his daughter, Tia (Cedric) Burgess; his sons,
11Leo C. Thompson III, Andre S. Thompson, Katrell B. Morris, and
12LeMario Thompson; his brothers, Richard (Cleatia) Bowen and
13Leonard (Lydia) Bowen; his sisters, LaWanda J. (James)
14Bardley, Yvonne J. Bowen, and Darla K. Kincaid; five
15grandchildren; his goddaughter, Serena R. Bolden; his special
16cousin, Dora J. Nelson; and a host of nieces, nephews,
17relatives, and friends; therefore, be it
 
18    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
19ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
20Leo Cecil Thompson Jr. and extend our sincere condolences to
21his family, friends, and all who knew and loved him; and be it
