SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Leo Cecil Thompson Jr. of Springfield, who passed away on November 21, 2025; and

WHEREAS, Leo Thompson was born to Leo C. Thompson Sr., Freeman U. Fraizer, and Ora Thompson on April 14, 1956; as a child, he joined Pleasant Grove Baptist Church, attending faithfully alongside his mother and siblings; he graduated from Southeast High School, where he excelled in the classroom and on the field, participating in track and field, baseball, and basketball; he married his partner of 44 years, Rosetta Bowen, on March 26, 2015; and

WHEREAS, Leo Thompson dedicated 35 years of service to the Illinois Department of Revenue, retiring in 2008; over the course of his career, he earned the respect and admiration of colleagues who knew him for his steady work ethic; and

WHEREAS, Leo Thompson was a proud founding member of Capitol Cruisers MC, where he loved spending time with his friends; and

WHEREAS, Leo Thompson possessed a love of sports that blossomed into lifelong passions, and his interests later extended to gardening, hunting, and music; and

WHEREAS, Leo Thompson's greatest pride was his family above all, and he will be remembered as a devoted husband, a loving father, and a proud grandfather; and

WHEREAS, Leo Thompson was preceded in death by his parents; his daughter, Helynda L. Thompson; his brothers, Michael E. Thompson and Bernard Bowen; and his special cousin, John Mabry; and

WHEREAS, Leo Thompson is survived by his wife, Rosetta Bowen Thompson; his daughter, Tia (Cedric) Burgess; his sons, Leo C. Thompson III, Andre S. Thompson, Katrell B. Morris, and LeMario Thompson; his brothers, Richard (Cleatia) Bowen and Leonard (Lydia) Bowen; his sisters, LaWanda J. (James) Bardley, Yvonne J. Bowen, and Darla K. Kincaid; five grandchildren; his goddaughter, Serena R. Bolden; his special cousin, Dora J. Nelson; and a host of nieces, nephews, relatives, and friends; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Leo Cecil Thompson Jr. and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Leo Thompson as an expression of our deepest sympathy.
