SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Todd Renfrow of Springfield, who
4passed away on December 16, 2025; and
 
5    WHEREAS, Todd Renfrow, the son of Leo and Dorothy (Harmon)
6Renfrow, was born in Springfield on June 26, 1934; he
7graduated from Springfield High School and received a degree
8from Illinois College; he served in the United States Army
9during the Korean War; he married Helen Durkin on September
1017, 1958; and
 
11    WHEREAS, Todd Renfrow dedicated his career to public
12service and his family's auto parts business; he owned and
13operated Uptown Garage & Renfrow Auto Parts, and he later
14served as chairman of the Democratic Party of Sangamon County,
15executive assistant to Illinois Secretary of State Alan Dixon,
16director of the Office of Public Works for the City of
17Springfield, deputy director of the Department of Business
18Services under Illinois Secretary of State Jesse White, and
19general manager of City Water, Light, and Power (CWLP), from
20where he retired; and
 
21    WHEREAS, Todd Renfrow became a devoted Catholic later in
22life, and he served as an usher at Sunday Masses at Blessed

1Sacrament Church; and
 
2    WHEREAS, Todd Renfrow enjoyed watching and playing golf
3and basketball, and he formerly played basketball for both
4Illinois College and the United States Army; he greatly
5cherished spending his free time with his family; and
 
6    WHEREAS, Todd Renfrow adored his roles as a husband,
7father, grandfather, and great-grandfather, and he taught his
8family the importance of kindness, generosity, and always
9helping others; and
 
10    WHEREAS, Todd Renfrow was preceded in death by his
11parents; his siblings, Nancy Durfee and Leo "Bud" Renfrow; his
12bonus mother, Delores Butler Renfrow; and his daughters, Kathy
13(Ed) Vehovic and Sally Todd Renfrow; and
 
14    WHEREAS, Todd Renfrow is survived by his wife of 67 years,
15Helen; his daughters, Diane (Bill) Winberg and Dorothy (Greg)
16McMillan; eight grandchildren; six great-grandchildren;
17several nieces and nephews; and his bonus family members,
18Derrick Robinson, Derrick (DJ) Robinson Jr., and Atrue
19Williams; therefore, be it
 
20    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
21ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of

1Todd Renfrow and extend our sincere condolences to his family,
2friends, and all who knew and loved him; and be it further
 
3    RESOLVED, That a suitable copy of this resolution be
4presented to the family of Todd Renfrow as an expression of our
