SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Dean E. Williams of Springfield, who
4passed away on December 30, 2025; and
 
5    WHEREAS, Dean Williams, the son of Marian Sylvester and
6Mayala Spann Williams, was born in Toledo, Ohio on December
715, 1941; he graduated from Lanphier High School in 1959; he
8attended Sangamon State University and Lincoln Land Community
9College, where he majored in film; he served in the United
10States Navy; he married Joyce Irene Clark on March 1, 1997, and
11she preceded him in death on June 20, 2025; and
 
12    WHEREAS, Dean Williams served as a still photographer on
13the set of more than 160 Hollywood films and television
14productions, beginning with The Awakening Land, a television
15miniseries starring Elizabeth Montgomery and Hal Holbrook,
16which filmed in the Springfield area; his other movie credits
17included The Blues Brothers, Caddyshack, Eddie Macon's Run,
18Starman, Poltergeist III, Uncle Buck, Tango & Cash, Freejack,
19The Babe, Batman Returns, Mighty Ducks II, and Legally Blonde
202, among others; he also had three producing credits,
21including American Criminals, a 2025 drama about the
22kidnapping and murder of 14-year-old Bobby Franks by Nathan
23Leopold and Richard Loeb in Chicago in 1924, and one director

1credit for a short film; and
 
2    WHEREAS, Dean Williams was the founder and executive
3director of the Central Illinois Film Commission (CIFC), which
4he started in 2005; through CIFC, he worked tirelessly to
5promote Central Illinois as a viable and welcoming location
6for film and media production, bringing productions to the
7area, and he connected local talent with meaningful
8opportunities and championed the creative community; he later
9owned and operated Dean Williams Photography in Springfield,
10specializing in professional portraits, weddings, and events,
11and he formerly served as chief photographer for the Illinois
12State Police; and
 
13    WHEREAS, Dean Williams was a devoted member of Elm Street
14Christian Church and a member of VFW Post #10302 in
15Springfield, and he served as a longtime precinct committeeman
16for the Republican Party; he was also a member of the Academy
17of Motion Picture Arts and Sciences, the Screen Actors Guild,
18and the American Federation of Television and Radio Artists;
19and
 
20    WHEREAS, Dean Williams was a visionary, a mentor, an
21advocate, and a cornerstone of the Central Illinois film and
22creative community; he will be remembered for his never-ending
23optimism and good attitude, and his legacy will live on

1through the projects he built, the people he supported, and
2the creative community he helped strengthen; and
 
3    WHEREAS, Dean Williams was preceded in death by his
4parents, his son, Rick Williams, and his brother, Larry
5Williams; and
 
6    WHEREAS, Dean Williams is survived by his children, Duane
7E. Williams, Dana Ray Williams, Craig (Cindy) Schaefer,
8Suzanne (Kevin) King, and LeaAnn (Rod) Johnson, and 15
9grandchildren; therefore, be it
 
10    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
11ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
12Dean E. Williams and extend our sincere condolences to his
13family, friends, and all who knew and loved him; and be it
14further
 
15    RESOLVED, That a suitable copy of this resolution be
16presented to the family of Dean Williams as an expression of
17our deepest sympathy.
