SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened 
3to learn of the death of Jeffrey William "Jeff" Fred of 
4Effingham, who passed away on November 11, 2025; and
 
5    WHEREAS, Jeff Fred, the son of Charles Eugene Fred and 
6Betty Lou (Kempen) Fred, was born in Kankakee on September 16, 
71960; he married Brenda Suzanne Foster on May 19, 1995; and
 
8    WHEREAS, Jeff Fred held a lifelong passion for music, 
9especially for playing the drums; he played in multiple bands 
10over the years, including with local worship bands and as part 
11of the worship team at Christ's Church in Effingham; in recent 
12years, he also enjoyed refurbishing old drum sets; and
 
13    WHEREAS, Jeff Fred loved working with his hands, including 
14rebuilding vehicles, such as his yellow 1975 CJ5 Rubigade, 
15model building, drawing, glass etching, and woodworking; in 
16more recent years, he also enjoyed grilling and smoking meats, 
17completing bucket list travel trips with his wife, and hosting 
18and participating in couples' life groups; his greatest joy 
19came from spending time with his grandchildren, who brought 
20him endless pride and happiness; and
 
21    WHEREAS, Jeff Fred was a hardworking, dedicated man known

1for his humble and kind spirit; he will be remembered for his 
2unwavering faith, his love of music, and his devotion to his 
3family; and
 
4    WHEREAS, Jeff Fred was preceded in death by his parents 
5and his brother, Mark Fred; and
 
6    WHEREAS, Jeff Fred is survived by his wife of 30 years, 
7Brenda Fred; his daughters, Sara (Jessy Draves) Fred, Kaylee 
8(Brandon) Loy, and Jennifer (Connor Greene) Fred; five 
9grandchildren; his siblings, Kathy (John) Adams and Todd 
10(Jane) Fred; and many nieces, nephews, and extended family 
11members; therefore, be it
 
12    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL 
13ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of 
14Jeffrey William "Jeff" Fred and extend our sincere condolences 
15to his family, friends, and all who knew and loved him; and be 
16it further
 
17    RESOLVED, That a suitable copy of this resolution be 
18presented to the family of Jeff Fred as an expression of our 
19deepest sympathy.
