SENATE RESOLUTION

 
2    WHEREAS, Illinois ASCD/PD365 has long been committed to
3supporting high-quality teaching and learning, with a focus on
4developing critical thinkers prepared for success in an
5evolving digital society; and
 
6    WHEREAS, The rapid emergence of artificial intelligence
7(AI) presents both significant opportunities and substantial
8challenges for Illinois educators, students, and families; and
 
9    WHEREAS, AI technologies offer adaptive learning
10experiences, predictive analytics, and real-time feedback that
11can support differentiated instruction, identify learning
12gaps, and free educators to focus on higher-order
13instructional design; and
 
14    WHEREAS, Without intentional, educator-guided
15implementation, AI tools may lead to passive learning,
16algorithmic bias, overreliance on automated systems, and the
17erosion of student agency, equity, and intellectual
18independence; and
 
19    WHEREAS, Illinois ASCD/PD365 affirms that AI should serve
20as a thinking partner that enhances student inquiry, supports
21hypothesis testing, and deepens reflection, rather than simply

1providing answers or replacing teacher-designed learning
2experiences; and
 
3    WHEREAS, Ethical AI integration must prioritize student
4privacy, data protection, transparency, equity of access, and
5the development of critical digital and AI literacy among all
6Illinois students; and
 
7    WHEREAS, Disparities in technology access across Illinois
8communities risk widening existing achievement gaps, making
9equitable infrastructure and access essential to responsible
10AI adoption; and
 
11    WHEREAS, Illinois ASCD/PD365 emphasizes the importance of
12family engagement, collaboration with higher education and
13community partners, and a commitment to supporting the whole
14child in all AI-related educational initiatives; and
 
15    WHEREAS, Educators must receive professional development
16that equips them to understand AI systems, recognize potential
17algorithmic bias, evaluate ethical implications, and use AI
18tools to deepen inquiry-based, reflective, and critical
19thinking practices; therefore, be it
 
20    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
21ASSEMBLY OF THE STATE OF ILLINOIS, that we support the

1principles put forth by Illinois ASCD/PD365 regarding the
2ethical and effective use of artificial intelligence in K-12
3classrooms; and be it further
 
4    RESOLVED, That we urge the Illinois State Board of
5Education (ISBE), in collaboration with school districts,
6educators, technology experts, and stakeholder organizations,
7to develop statewide guidelines for the ethical and
8responsible use of artificial intelligence in education,
9including protections for student data, expectations for
10algorithmic transparency, monitoring for bias, and the
11incorporation of digital and AI literacy into Illinois
12curricula to ensure students can thoughtfully and ethically
13engage with emerging technologies; and be it further
 
14    RESOLVED, That we encourage investment in educator
15professional development and equitable access to technology,
16including broadband infrastructure, one-to-one devices, and
17AI-enabled tools to ensure that all Illinois educators and
18students are prepared to use artificial intelligence
19responsibly, effectively, and fairly across all schools; and
20be it further
 
21    RESOLVED, That suitable copies of this resolution be
22delivered to the Illinois State Board of Education, the
23Governor of the State of Illinois, and the leadership of
