SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate wish to
3congratulate the Retired Teachers Association of Chicago
4(RTAC) on the occasion of its 100th anniversary; and
 
5    WHEREAS, Since its founding in 1926, RTAC has maintained
6its mission of protecting retired Chicago Public School (CPS)
7retirees' pensions and ancillary benefits, including access to
8high quality health insurance through the Chicago Teachers
9Pension Fund; and
 
10    WHEREAS, Beginning in 1972, RTAC secured representation on
11the Chicago Teachers' Pension Fund (CTPF) with a retiree
12trustee, and the pioneer of that position, Edna Fanning, also
13served as president of the association; today, there are three
14retiree trustees serving on the CTPF; and
 
15    WHEREAS, In 1986, RTAC used a legacy gift from Ferol
16Potter, a former association president, to establish the
17Chicago Retired Teachers Aid Fund, which provides financial
18assistance to retired CPS educators with modest pensions; and
 
19    WHEREAS, In the early 2000s, RTAC established an internet
20website to provide timely e-alerts to its members in order to
21foster legislative advocacy and address other significant

1matters of concern regarding the well-being of retired CPS
2educators; and
 
3    WHEREAS, Beginning in 2013, RTAC began offering
4complimentary seminars for its members in the spring and fall
5regarding taxation, health, legal issues, and other areas of
6concern to retired CPS educators; and
 
7    WHEREAS, RTAC is also a proud charter member of the
8National Retired Teachers Association (NRTA), which
9successfully lobbied to secure the 1968 anti-age
10discrimination legislation as well as to reverse the Windfall
11Elimination Provision (WEP) and Government Pension Offset
12(GPO) Social Security limitations imposed on public agency
13retirees in 2025; and
 
14    WHEREAS, Throughout its existence, RTAC has continued to
15advocate on behalf of retired CPS educators; therefore, be it
 
16    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
17ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate the
18Retired Teachers Association of Chicago (RTAC) on achieving
19100 years of service to retired Chicago Public School (CPS)
20educators.
