SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Richard Bowen Jr., who passed away on
4May 22, 2026; and
 
5    WHEREAS, Richard Bowen, the son of Richard Bowen Sr. and
6Helen Valree Vaughn Bowen, was born in Colp on April 20, 1942;
7he committed to his faith at an early age and was baptized by
8Reverend John Davis at Mt. Olive Missionary Baptist Church; he
9attended Attucks Grade School and Herrin Township Public
10Schools, where he was an all-state football player and
11participated in a variety of clubs, including Key Club and
12Student Business Club; while attending college, he was drafted
13into the United States Army and served in Kissingen, Germany
14for two years; he then earned his Bachelor of Science in
15Business Administration from Southern Illinois
16University-Carbondale and his Master of Science in Finance and
17Business from Purdue University's Krannert School of
18Management; and
 
19    WHEREAS, After moving to Springfield with his family,
20Richard Bowen taught accounting at Lincoln Land Community
21College and mentored the campus chapter of Brothers on Campus,
22a group of young Black men meeting to discuss career decisions
23and enhance life skills; after 30 years of service, he retired

1as chair of the Business and Public Services Department in
22002; and
 
3    WHEREAS, Richard Bowen remained active in his retirement,
4becoming a Transportation Security Administration (TSA)
5trainer and conducting training programs at airports around
6the nation; and
 
7    WHEREAS, Richard Bowen was a longtime member of Pleasant
8Grove Baptist Church; he served on the Illinois Educators
9Credit Union Board and participated in a variety of community
10organizations, including the Springfield Coalition on
11Dismantling Racism (SCODR), NAACP, Springfield Veterans
12Center, and American Legion Post 809; he held leadership roles
13in several groups, having been a past president of Springfield
14Optimist Club and Springfield Frontiers Organization; and
 
15    WHEREAS, Richard Bowen loved spending time with his family
16and was always there to celebrate accomplishments, offer
17encouragement, and give advice; he enjoyed taking his grandson
18to cultural activities and events, such as Frontiers Positive
19Youth Development (PYD) field trips to the University of
20Illinois; and
 
21    WHEREAS, Richard Bowen was preceded in death by his
22parents; two brothers, Bernard Bowen and Lionel Kincaid; his

1grandparents; his aunts; his niece and nephew; and several
2cousins; and
 
3    WHEREAS, Richard Bowen is survived by his wife of 56
4years, Cleatia B. Rafe-Bowen; his son, Gerald Bowen; his
5daughter, Chantel Y. Bowen; his grandson, Alexander Blaze
6Taylor; three sisters, Rosetta Bowen-Thompson, Yvonne Jenay
7Bowen, and Darla Kincaid; his brother, Leonard (Lydia) Bowen;
8his brother-cousin, Denver (Mary) Powers; and many cousins and
9friends; therefore, be it
 
10    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL
11ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
12Richard Bowen Jr. and extend our sincere condolences to his
13family, friends, and all who knew and loved him; and be it
14further
 
15    RESOLVED, That a suitable copy of this resolution be
16presented to the family of Richard Bowen as an expression of
17our deepest sympathy.
