| 2 | | WHEREAS, The members of the Illinois Senate are saddened |
| 3 | | to learn of the death of Billie Jean Lucas, who passed away on |
| 4 | | September 22, 2025; and |
| 5 | | WHEREAS, Billie Jean Lucas was born in Florence, |
| 6 | | Mississippi to Mitchell and Mattie Hopson on March 17, 1936; |
| 7 | | and |
| 8 | | WHEREAS, Billie Jean Lucas spent 23 years at the Sara Lee |
| 9 | | Bakery Corporation; later, she worked at the Illinois State |
| 10 | | Tollway Authority before retiring in 1991; and |
| 11 | | WHEREAS, Billie Jean Lucas's faith was the foundation of |
| 12 | | her life; she was a member of Mt. Zion First Holy Miracle |
| 13 | | Baptist Church for 30 years, where she served in the gospel |
| 14 | | choir for 16 years and was Mother's Board chairperson, |
| 15 | | secretary, and treasurer for seven years; and |
| 16 | | WHEREAS, Billie Jean Lucas enjoyed cooking, gardening, |
| 17 | | backyard grilling, and partying with her friends and family; |
| 18 | | she had a great sense of humor and uplifted everyone around her |
| 19 | | with her wit; her kindness and compassion inspired those |
| 20 | | around her, and her generosity and consideration for others |
| 21 | | were hallmarks of her character; and |

| 1 | | WHEREAS, Billie Jean Lucas was preceded in death by her |
| 2 | | parents; her husband, Frank; her children, Kenneth |
| 3 | | Hopson-Lucas, Daryl Lucas, and Faye Lucas; three sisters; and |
| 4 | | six brothers; and |
| 5 | | WHEREAS, Billie Jean Lucas is survived by her daughters, |
| 6 | | Carolyn Todd and Sherry Lucas-Tate; her Godson, Edgar |
| 7 | | (Carolyn) Seale; her granddaughters, Melloney (Henry) Owens, |
| 8 | | Kamilah (Jeremy) Todd, LaTashia Hayes, Rokenna (Cordney) |
| 9 | | Holmes, and Kenya (Antoine) Patterson; 10 great-grandchildren; |
| 10 | | five great-great-grandchildren; numerous nieces, nephews, |
| 11 | | cousins, and friends; and her special friends, Mother Callie |
| 12 | | Shears, Sister Jennie Howell, Anthony James, and Larry Hughes; |
| 13 | | therefore, be it |
| 14 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FOURTH GENERAL |
| 15 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
| 16 | | Billie Jean Lucas and extend our sincere condolences to her |
| 17 | | family, friends, and all who knew and loved her; and be it |
| 18 | | further |
| 19 | | RESOLVED, That a suitable copy of this resolution be |
| 20 | | presented to the family of Billie Jean Lucas as an expression |
| 21 | | of our deepest sympathy. |
