Amends the Illinois Vehicle Code. Makes technical changes in a Section concerning the Secretary of State.

Deletes everything. Amends the Illinois Identification Card Act and the Illinois Vehicle Code. Provides that it is a violation of the Acts to possess, use, or allow to be used any materials, hardware, or software specifically designed for or primarily used in the manufacture, assembly, issuance, or authentication of an official Illinois Identification Card or a driver's license. In the Illinois Vehicle Code, authorizes the Secretary of State to suspend or revoke the driving privileges of a person without preliminary hearing upon a showing that the person has violated a provision of the Illinois Vehicle Code concerning driving in construction or maintenance zones. Provides that the Secretary of State may adopt rules necessary to establish standards, policies, and procedures for the sanctioning of commercial vehicle drivers to meet the requirements of federal law. Effective June 1, 2003.

Amends the Illinois Vehicle Code. Provides that the Department of Transportation, with respect to highways under its jurisdiction, and local authorities, with respect to highways under their jurisdiction, may issue a special permit for continuous limited operation, authorizing the applicant to transport raw milk that exceeds the weight limits provided for in the Code if specified requirements are met. Sets fees for a special permit to transport raw milk.
