Synopsis As Introduced
Amends the Illinois Public Aid Code. In provisions concerning Medicaid payment rates for nursing homes, provides that a nursing home must document its increased costs of providing services resulting from capital improvements made by the facility. Provides that the Department of Public Aid must verify this information promptly after receiving the facility's cost report. Provides that the Department must adjust the facility's payment rates promptly after verifying the facility's increased costs of providing services resulting from capital improvements made by the facility. Effective immediately.

House Amendment No. 1
Replaces the amendatory provisions of the bill concerning a nursing home's reporting of increased costs resulting from capital improvements. Provides that a nursing home may at any time submit information to the Department of Public Aid to supplement the facility's most recent cost report to document its increased allowable costs of providing services resulting from capital improvements made by the facility that have not been considered in the payment rates in effect for that facility for the current fiscal year. Requires prompt verification by the Department and prompt adjustment of the facility's payment rates. Makes implementation subject to appropriations.

	Fiscal Note (Department of Public Aid)
	The current code allows facilities to request a capital adjustment if a significant capital improvement has been made. This amendment to the current code mandates that the facility receives a capital adjustment regardless of the significance of the capital improvement. This amendment could cost the State as much as $4 million annually.
