Synopsis As Introduced
Creates the Apprentice Equity Act. Provides that, in counties with a population over 110,000, certain State contracts designated by the Capital Development Board and the Department of Transportation shall be subject to a plan under which specified goals for the employment of minority and female apprentices shall be met. Provides for administration of the plan and submission of reports concerning the plan. Effective January 1, 2004.

	Administrative Budget Impact: $47,700 first year $43,200 per year in following years Construction Impact: $25,000 for each $1 million in contracts

House Amendment No. 1
Deletes everything and inserts similar provisions, with these changes: changes the short title to the Apprentice/Training Equity Act; replaces references to apprentices with "apprentices/trainees" and references to apprenticeship with "apprenticeship/training"; provides that the Act applies to construction contracts funded in whole with State funds (rather than State construction contracts); and adds and changes provisions concerning contents of plans under the Act, waivers of plan requirements, sanctions, subcontractors, reimbursement, definitions, and other matters. Effective January 1, 2004.

	Fiscal Note (H-AM1) (Department of Transportation)
	Increased training costs to the Department would be approximately $100,000. It would likely increase administrative costs due to the increased duties involved in tracking compliance with the contents of this bill.
