Creates the FY2005 Budget Implementation Act. Provides that the purpose of the Act is to make the changes in State programs that are necessary to implement the Governor's FY2005 budget recommendations.

Replaces everything after the enacting clause. Amends the Illinois Public Aid Code. In provisions concerning hospital provider funding, replaces provisions concerning assessments for State fiscal years 2004 and 2005. Provides that the assessment for State fiscal year 2004 is an amount equal to the hospital's occupied bed days multiplied by $84.19 multiplied by a proration factor equal to 53/365; omits the proration factor multiplier for State fiscal year 2005; deletes certain conditions concerning approval of certain payment methodologies by the federal Centers for Medicare and Medicaid Services. Provides that certain quarterly installments due before notification to the Department of Public Aid of approval of the payment methodologies are due and payable to the Department upon written direction from the Department (instead of within 30 days of the date of notification). Requires the Department to make hospital access improvement payments within 75 (instead of 25) days of the date of the latest notification to the Department of approval of the payment methodologies (i) for State fiscal year 2004 if the effective date of the approval of the payment methodologies and related federal waiver is before July 1, 2004 and (ii) for State fiscal year 2005 if the date of notification of that approval and waiver is on or after July 1, 2004. For State fiscal year 2004, requires that all hospital access improvement payments be multiplied by a proration factor equal to 53/365. Effective immediately.
