 2        AMENDMENT NO.     .  Amend House Bill 375 on page  1,  in
 3    line  22,  after  the period, by inserting "Those rules shall
 4    include a method of prioritizing loans based on need, and may
 5    provide for delegating the  Department's  authority  to  make
 6    loans  under  this  Section  to  appropriate  units  of local
 7    government with respect to their residents.".
