| AMENDMENT NO. ______. Amend House Bill 921 by replacing |

| everything after the enacting clause with the following:

| "Section 5. The State Universities Civil Service Act is |

| amended by adding Section 44.5 as follows:

| (110 ILCS 70/44.5 new) |
| 7 |
| Sec. 44.5. Privatization prohibited. With respect to the |
| 8 |
| services that employees covered by this Act provide on the |
| 9 |
| effective date of this amendatory Act of the 93rd General |
| 10 |
| Assembly, a public university may not enter into a contract |
| 11 |
| with a private entity on or after the effective date of this |
| 12 |
| amendatory Act of the 93rd General Assembly to provide those |
| 13 |
| services.

| 14 |
| Section 99. Effective date. This Act takes effect upon |
| 15 |
| becoming law.".
