| AMENDMENT NO. ______. Amend House Bill 989 by replacing |

| everything after the enacting clause with the following:

| "Section 5. The Heart of Illinois Regional Port District |

| Act is amended by changing Section 115 as follows:

| 7 |
| Sec. 115. Organization of the Board. As soon as possible |
| 8 |
| after the
appointment of 5 of the initial members, the Board |
| 9 |
| shall organize for the
transaction of
business, select a |
| 10 |
| chairperson and a temporary secretary from its own number,
and
|
| 11 |
| adopt by-laws and regulations to govern its proceedings. The |
| 12 |
| initial
chairperson and
successors shall be elected by the |
| 13 |
| Board from time to time for the term of his
or her
office as a |
| 14 |
| member of the Board or for the term of 3 years, whichever is
|
| 15 |
| shorter.
